POSITION: Paediatric Case Office

Mothers2Mothers (m2m) is an African Primary Health Care organisation that hires HIV-positive women as community health workers in ten African countries. These “Mentor Mothers” provide integrated health services in clinics and communities, ensuring that everyone, everywhere, has access to the services they require to keep healthy and in care. Over the next five years, this proven, peer-led strategy will be expanded up to focus on eradicating HIV while also addressing new health concerns and reaching more people—all with the goal of creating a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritizes healthcare for families in most need, given by women who know them best.

Since its inception in 2001, m2m has employed approximately 12,000 HIV-positive women in Sub-Saharan Africa, and they have collectively provided crucial health services and education to over 15 million people.

In 2021, m2m reached over 1.6 million people across ten African countries, including 402,616 adolescents (aged 10 to 19), a 51% increase over the previous year. m2m also made progress toward the Global Goals of ending HIV/AIDS by 2030 by virtually eliminating mother-to-child HIV transmission among its enrolled clients for the eighth consecutive year and meeting all of the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. The Paediatric Case Office

Mothers2Mothers is looking for a skilled Paediatric HIV Case Officer to help m2m Ghana administer its Paediatric HIV Care and Support Program. The Paediatric Case Officer is responsible for arranging comprehensive care for adolescents and children undergoing treatment, ensuring that they have timely access to appropriate healthcare services.

Working with the Program Director, the Paediatric HIV Case Officer will contribute to the design and implementation of technical strategies and interventions, such as paediatric HIV case identification, linkage, treatment care and support, retention, and management. The incumbent will play an important role in strengthening health systems and improving the effectiveness of the Mentor Mother Model.

The Paediatric Case Officer reports directly to the Program Director and is in charge of managing the Site Coordinators and teams that will support paediatric interventions. The position is based in Accra.

Key Performance Areas:

Leadership & Management

  • Provide technical leadership and support to the Country Lead and the m2m in-country team during the paediatric program implementation process.
  • Lead the examination of technical documents, training materials, and policy briefs to ensure compliance with national and international Paediatric HIV guidelines.
  • Ensure that the project’s objectives are aligned with those of the donor, department, and organisation.
  • Submit required reports to the Country Lead on time, following the template given.
  • Promptly escalate programme issues/concerns about implementation and functioning, proposing solutions and next steps.
  • Work with the Country Lead to explore new program initiatives and innovation that align with the country’s suggested strategic goals and objectives.
  • Lead the design and support implementation of paediatric case discovery techniques, procedures, tools, and virtual/hybrid systems to build Mentor Mothers’ capacity.
  • Efforts closely with Site Teams and Mentor Mothers to provide strategic leadership and oversight for the project’s technical and programmatic efforts.
  • Work with the Finance and Administrative Officers to ensure that budgets are prepared and used in accordance with work plans.
  • Coordinate payments with Finance, as well as monitor programme expenditures and liquidations.

Programme Delivery

  • Monitor the Maternal, Neonatal, Paediatric, and Adolescent Programme activities at implementation locations.
  • Manage all Paediatric program field operations and actively supervise activities such as paediatric HIV care and treatment, child protection, case management techniques, and health system building.
  • Collaborate with the Strategic Information Officer to initiate site service quality evaluations and other program quality improvement activities to ensure high-quality paediatric service delivery.
  • Collaborate with site leadership and Mentor Mothers to create personalized care plans for each beneficiary child’s unique health needs.
  • Support Mentor Mothers in ensuring the emotional and social well-being of their enrolled children, contributing to a holistic approach to paediatric healthcare.
  • Evaluate paediatric clients’ healthcare needs through extensive evaluations and meetings with their caregivers and families, and track progress to alter plans as necessary.
  • Support Mentor Mothers in following up on appointments, treatment plans, and any other interventions required to ensure the child receives holistic care.
  • Promote communication among the child’s family, caregivers, and other relevant parties to ensure a coordinated approach to the child’s health and well-being.
  • Keep track of the child’s health and development, revising care plans as needed to accommodate any changes or new requirements in coordination with site teams (ART, ANC, and CWC).
  • Train Mentor Mothers to give psychosocial support and counselling to treatment-age children and adolescents, as well as their families, to assist them in navigating the health-care system.
  • Work with the Site Coordinators to provide supportive monitoring and debriefing sessions for Mentor Mothers.
  • Plan and facilitate training sessions for paediatric caregivers on how to manage certain health issues or therapies for their children.

Stakeholder Relationships and Engagement

  • Liaise with Ghana’s Ministry of Health, partners, and donors on areas under their management.
  • Participate in technical working groups to help revise national policies, guidelines, materials, training, documentation, and tools, as well as implement them at the national level.
  • Maintain close working relationships with partner organisations to enable coordinated efforts across all sites for efficient and successful service delivery.
  • Represent m2m at the regional and national levels, collaborating with the Country Lead as needed.

Administration & Compliance

  • Ensure alignment with national child protection rules and recommendations.
  • Ensure that proper program implementation controls, protocols, and procedures are in place to promote compliance and responsible use of human and financial resources.
  • Ensure that the project meets donor standards.
  • Monitor and report on any safety and security incidents involving site personnel.
  • Provide ad-hoc support as needed.

Qualifications & Experience

  • Bachelor’s degree in public health, nursing science, or a similar subject. A master’s degree in these or comparable subjects is very advantageous.
  • At least 7 years of experience in public health, with at least 3 years of senior-level training and program administration.
  • Mentored site staff
  • Experienced in pediatric HIV care and treatment, child protection, family services, case management, and health system strengthening
  • Provided off-site and on-site staff training, supportive supervision, and program quality
  • Managed or coordinated pediatric HIV/TB programs at regional or national level
  • Monitored program performance
  • Competencies necessary include fostering a collaborative and empathy-driven culture.
  • Resilience is essential given the sensitive nature of pediatric healthcare.
  • Strong organizational, communication, and management abilities.
  • Demonstrates exceptional talents in adult learning, training, and facilitation, as well as materials design.
  • Proficiency in English and the local language of the area
  • A thorough understanding of Early Childhood Development and the Nurturing Care Framework.
  • Understanding Family Systems Theory.
  • Cultural awareness and the capacity to successfully engage participants from various cultures and backgrounds.
  • Dynamism, independence, and originality.
  • Multidisciplinary team coordination.
  • Creating individualized care plans.
  • Strong problem-solving and analytical abilities.
  • Effective stakeholder and partner engagement and relationship-building.
  • Solid financial and administrative experience.
  • Computer literacy (Microsoft Suite).
