Location: This job will be in Accra, which is in Ghana.

What will you do?

Bixal is looking for a MEL Director for a USAID West Africa Collaborating, Learning, and Adapting Platform (CLAP) and Monitor Activity. This program will make USAID/WA’s economic growth programs more successful by using high-quality evaluations, sharing of knowledge, and adaptive management to improve how decisions are made about programs in the region.

The ideal candidate is a solution-oriented, resourceful, and engaged Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) and Collaborating, Learning, and Adapting (CLA) professional with USAID experience who wants to grow, advance, and shape the future of MEL and adaptive management in international development.

The MEL Director will be in charge of all technical work related to MEL and will lead and manage it. He or she will also be the point person for all technical activities connected to MEL. They will work with implementing partners on monitoring and evaluating performance and other MEL methods to support programming that is based on evidence.

They will be a great writer and public speaker, and they will be able to put together both qualitative and quantitative facts in a way that makes sense. A professional who is in the middle of their career or at the top of it can provide expert oversight for all types of MEL deliverables. They are a leader who is interested in data and learning and wants to help improve how development is done.

Responsibilities:

  • Lead and run the events of the MEL technical program.
  • Lead a team that will work with Implementing Partners (IPs) to plan and carry out reviews, analyses, assessments, and studies in the economic growth sector to help the Mission learn and make programmatic decisions based on evidence.
  • Lead the creation of effective monitoring tools, such as the use of digital and virtual tools and geographic information system (GIS) technologies to track success at the project and activity levels.
  • Watch over the review of evaluation plans and work to make sure that performance tracking data is accurate and useful.
  • Take part in planning and giving training on MEL to Mission staff and partners, as needed, on the latest performance management, monitoring, and evaluation techniques, such as monitoring methods that take complexity into account and remote monitoring and data collection.
  • Help make the work plan, the inception report, the facilitation guide, or the review design, as needed.
  • Work as a team member who looks for solutions.
  • Work together to make presentations that explain your results and conclusions to a wide range of people, including high-level forums.

Qualifications:

  • Master’s degree in international development, monitoring and evaluation, public studies, or a similar area.
  • At least 8 years of experience researching, planning, and keeping an eye on projects that are paid for by donors.
  • Shown experience in monitoring and reviewing projects related to economic growth, agriculture, resilience, and food security.
  • Showed skill in creating and putting into place complete M&E systems.
  • Knowledge of how to gather and analyze both quantitative and qualitative data, as well as best practices for monitoring.
  • Data management, research, and processing skills have been shown to help with project planning and M&E.
  • Know how to help with computer development (strongly preferred: experience with economic growth).
  • Experience improving people’s MEL and adaptive management skills.
  • Ability to work well in a setting with people from different countries and cultures, as shown by past work.
  • Familiarity with USAID’s Evaluation Policy and the related guidelines on MEL approaches.
  • Read, write, and talk English and French with ease.
