Job Description

As the Director of Integrated Vector Control Programming, it will be your job to make sure that all country teams use the same approach when they work with NMCPs, district health management teams, and local partners to carry out VC interventions and give technical help. This position reports to the PMI Evolve Project Director and oversees the vector control technical leads and environmental compliance managers.

They are in charge of planning and implementing vector control activities across the project, finding ways to save money and streamline VC planning, and making tools and job aids that help local teams plan, train, implement, and monitor vector control activities better. This job is a key position on the PMI Evolve project and will be based in Accra, Ghana. It is part of the project’s Senior Management Team (SMT).

The PMI Evolve Project helps the U.S. President’s Malaria Initiative (PMI) and USAID plan and implement an integrated vector control strategy. The goal is to reduce the burden of malaria while promoting equity to keep malaria gains. Since 2011, Abt has been working with PMI on integrated vector control.

They have provided high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new ways to manage larval sources (LSM). Also, Abt’s work that is paid for by PMI manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to find out about trends, strategies, and the effects of malaria vector control.

Core Responsibilities

  • Leads, oversees, and is responsible for integrating all vector control activities (IRS, ITN, LSM) and environmental compliance.
  • Oversees technical assistance to country project teams and makes sure that activity schedules are followed and that implementation meets standards set by PMI, global Ministries of Health, and local Ministries of Health.
  • Strategizes ways to improve and speed up the distribution of insecticide-treated nets (ITNs), indoor residual spraying (IRS) campaigns, the development of new techniques for larval source management (LSM), and testing and evaluating other new ways to control malaria vectors that have been approved by national governments and the WHO.
  • Leads the creation of new ways to carry out VC activities that are tailored to each country’s needs, data-driven trends, and specific budget needs (e.g., emerging vectors, insecticide resistance profiles, climate patterns, etc.)
  • Creates best practices and standards for controlling vectors and managing warehouses, the supply chain, and stores in the country.
  • Oversees the preparation of country resource quantifications, assessments of procurement needs, and activity schedules for the annual work plans of countries using indoor residual spray (IRS) or insecticide-treated nets (ITN), and makes sure that IRS and ITN teams work together on the ground.
  • Work with the Director of Capacity Strengthening to improve the ability of the National Malaria Control Programs to manage, design, plan, train, supervise, and monitor vector control campaigns.
  • Provides thought leadership on integrated vector control and new best practices to forums around the world by attending vector control and scientific conferences and presenting abstracts.

Requirement

  • Bachelor’s degree plus 15 years of experience in the field, Master’s degree plus 12 years of experience in the field, or PhD plus 10 years of experience in the field.
  • At least 10 years of experience leading, managing, and keeping an eye on how VC interventions are put into place.
  • Master’s degree in public health or health administration is required, and a doctorate is preferred (or other relevant health specialization).. Those with medical degrees are also good candidates.
  • There must be at least ten years of experience in overseeing IRS/ITN campaigns.
  • Malaria vector control skills have been shown.
  • It is important to be able to speak and write English well.
  • Experience leading vector control projects in multiple countries in Sub-Saharan Africa.
  • 15 years of experience in international health, with a lot of that time spent on preventing and controlling malaria.
  • At least 5 years of experience as a senior project manager on large health projects or programs in other countries.
  • Management skills that show leadership and the ability to lead and motivate multidisciplinary, multicultural teams of 10 to 50 employees.
  • Experience running a fast-paced, results-driven project with a tight deadline.
  • Significant ability to make and keep working relationships with USAID, ministry officials, and other development partners that are effective and productive.
