CARE Ghana Announces New Job Offer

CARE Ghana is looking for an expert in education to be the Chief of Party (COP) for the $50 million USAID-funded SAGES (Strengthening Accountability in Ghana’s Education System) activity. This project will improve the way primary education services are given in Ghana by making accountability a part of the system. The activity will help the Government of Ghana (GOG), especially the Ministry of Education (MOE) and its agencies and affiliates, improve the performance of the education system and make it easier for schools to be held accountable.

The COP is in charge of the project’s overall goals and is responsible for delivering project results. The right person will have a lot of experience managing the program, finances, and operations of projects funded by USAID or other international donors. The COP leads and manages the education project by giving technical leadership, managing the project in a supportive way, and working with CARE partners to improve their own skills. This includes managing people and money, keeping an eye on how things are run, and making sure the program is good.

Location: Accra, Ghana

Duties and responsibilities

  • Oversee the overall management and implementation of the project, including the project’s results and deliverables, according to the project work plan.
  • Together with your staff and partners, turn the project’s goals and objectives into strategies and plans that can be carried out.
  • Manage the most important operational, financial, and administrative tasks.
  • Build relationships between people at the national and local levels.
  • Serve as the main link between everyone involved in the project.
  • Keep working relationships with USAID clients, project partners, and key counterparts that are productive.
  • Mentor and coach staff so they can do their jobs well and meet deadlines.
  • Clarify roles, assign responsibilities to senior staff, and make sure everyone knows what is expected of them in terms of their participation in project activities.
  • Watch over the work of all long-term and short-term staff, consultants, and advisors.
  • Supervise staff and partners as they figure out what kind of technical assistance the project needs, create appropriate scopes of work, find consultants, and carry out technical assistance contracts.
  • Make management systems and internal controls that are in line with CARE’s standard operating procedures and meet the needs of each project.
  • In line with USAID’s annual planning cycle, plan and oversee the annual project cycle.
  • In charge of planning and budgeting.
  • Make project activity reports every three months and once a year.

Qualifications:

  • At least ten years of experience in education, social accountability, or public administration, including at least four years as a manager or team leader.
  • A graduate degree in education, business administration, economics, international development, social sciences, or a related field.
  • Experience in building up people’s skills and making systems stronger, with a focus on improving local governance.
  • Show that they understand how Ghana’s education and government systems work.
  • At least 5 years of experience in the education or government sectors in similar situations.
  • Shown experience managing USAID-funded projects or projects of a similar size, preferably as a Chief of Party, Program Director, Team Lead, or someone with similar management experience.
  • Experience with adaptive management approaches, collaborating, learning, and adapting (CLA), and managing MEAL activities on donor-funded projects.
  • The ability to hire, train, develop, and manage people well.
  • Ability to manage agreements and all reporting requirements for programs and finances.
  • Ability to manage project operations by performing internal control tasks.
  • Fully fluent in English.
