On October 18, 2023, the Australian Senate issued an announcement to enable the fulfillment of the Albanese Government’s commitment to grant a new Pacific Engagement visa. It’s a permanent visa that allows you to live, work, and study anywhere in Australia. The Pacific Engagement (PEV) initiative seeks to strengthen cultural, economic, and educational links between Australia and the Pacific region.

Under this project, the Australian government aims to issue 3,000 visas to Timorese and Pacific island nationals seeking permanent residency each year. According to the legislation, applicants for the Pacific Engagement Visa will be chosen at random via a pre-application ballot. After winning the election, candidates must meet additional requirements.

What is the Pacific Engagement Visa?

It is a new permanent visa that allows eligible candidates from the Pacific and Timor-Leste to remain in Australia indefinitely. The Pacific Engagement Visa will enable the Pacific and Timor-Leste communities in Australia to grow by building interpersonal links and encouraging commercial, cultural, and educational engagement.

Which Countries Are Eligible for Pacific Engagement Visas?

The Australian government will give precedence to countries with limited chances for permanent migration and citizenship entitlements, such as New Zealand, France, and the United States. Furthermore, visa distribution will be determined by a variety of factors, including population size, available migration choices, anticipated demand, and participating nations’ opinions.

The eligible countries include the Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, and Vanuatu.

Eligibility Criteria for the Pacific Engagement Visa

Before applying for the Pacific Engagement Visa, you must meet the following qualifying requirements:

  • To participate in the ballot for a Pacific engagement visa, you must be between the ages of 18 and 45.
  • To apply for this visa, you must first be selected by the Department through a pre-application vote process.
  • You must have a verified and ongoing job offer in Australia. Alternatively, your spouse or partner should have a work offer.
  • You must meet the English proficiency criteria.
  • You must meet the character and health standards.
  • You must have a valid passport from an eligible participating country.
  • You must either have a parent born in a qualifying nation or have been born there.

Children who are legally dependent on their applicants and their spouses may apply. Furthermore, the Department will disclose further information, such as a pre-application ballot and qualifying requirements, around the start of the programme.

Application Process for Pacific Engagement Visa

On October 19, 2023, the Australian government adopted immigration laws that will allow ballot usage for the Pacific Engagement visa (Subclass 192). Ballot refers to a computerised selection mechanism that allows people to apply for a Pacific engagement visa. However, applicants must produce confirmation that they meet all applicable conditions before applying for the visa.

According to the Department of Home Affairs, the ballot ensures a fair and transparent process, with equal access for participants of all genders, skill levels, and occupations.

It involves allowing employees of the present Pacific Australia Labour Mobility plan (PALM) to vote in the poll. Each year, the Pacific Engagement visa (PEV) will be distributed via ballot, and those chosen will be eligible to seek for permanent residency.

The Department of Home Affairs has issued a statement that:

  • Applicants must complete the PEV pre-application process online. The filing window is expected to begin in July 2024.
  • The Department of Foreign Affairs and Trade anticipates that the ballot participation fee will be $25.
  • Fill out the registration form carefully and then pay the registration fees.
  • If the Department does not select a registered applicant, he must reapply for the next ballot.

What’s the difference between PEV and PALM?

The Pacific Engagement Visa (PEV) provides a clear path to permanent immigration for qualifying inhabitants of Pacific Island countries and Timor-Leste. On the other hand, the Pacific Australia Labour Mobility Scheme (PALM) is a temporary immigration programme designed to address regional Australia’s skills shortfall. PALM contributes to the economic and social connections between Pacific countries.

However, PALM programme candidates living in Australia on temporary visas can apply for a pre-application ballot for a Pacific engagement visa.

Post-arrival settlement support for two PEV holders

The Australian government will provide a number of services and assistance to PEV holders who wish to relocate to Australia. These services will aid you in a variety of ways, including job placement and financial stress relief. Settlement services include:

  • Adult Migrant English Program
  • Settlement Engagement and Transition Support Program

PEV members will be eligible for Medicare, government-subsidized education, and tertiary institutions. On November 14, 2023, the Australian government enacted a bill saying that PEV visa holders will have access to the following services:

  • Austudy
  • Youth Allowance
  • Family Tax Benefit A
  • VET Student Loans (VSL) programs
  • Higher Education Loan Program (HELP)

Pacific engagement visa holders will be subject to the same four-year Newly Arrived Resident Waiting Period as other permanent residents for VSL and HELP programmes. This is true for all income assistance benefits, including the Job Seeker Payment.
