Criteria for Eligibility

Eligibility to apply for a scholarship necessitates meeting the criteria outlined in Parts I and II.

Applicants must fulfill the following requirements to apply to PEPP:

  • Possess a bachelor’s degree or its equivalent and have completed 16 years of formal education (up to the undergraduate level). A robust foundation in economics and relevant quantitative methodologies (linear algebra, calculus, and fundamental statistics) is strongly advised.
  • Applicants who have completed their university education in countries with less than 16 years of formal schooling, are at least 22 years old, and have spent a minimum of one year in a research or comparable institution may be eligible to apply by completing and submitting the designated form (Certificate of Research Activities).

Exhibit competence in oral and written English communication abilities by submitting one of the following:

  • A score on a standardized test, such as IELTS, TOEFL, or TOEIC, or other evidence, such as a letter from the institution or present employer, as determined suitable by the Graduate School.
  • Maintain good health regarding the ability to be a productive scholar throughout the Graduate Program, as verified by a physician.

Section II: Eligibility Requirements for World Bank and ADB Scholarships

ii) Applicants must fulfill the following criteria to apply for a World Bank scholarship:

  • Be a citizen of a World Bank member countries identified on the World Bank’s 2025 Countries Eligible for Scholarship website.
  • Must not possess dual citizenship with any developed nation.
  • Maintain optimal health.
  • Possess a Bachelor’s degree (or comparable university degree) obtained no less than 3 years before the Application Deadline.
  • Possess a minimum of three years of recent experience in development-related employment after obtaining a Bachelor’s degree (or equivalent).
  • Be engaged in development-related employment in a remunerated full-time capacity at the time of submitting the scholarship application (excluding applicants from fragile nations).
  • Possess a minimum of three years of compensated employment in a development-related field since obtaining a Bachelor’s degree (or an equivalent university degree), with experience earned during the six years before the Application Deadline. Refer to Annex 2 for a proposed compilation of development-related subjects.

The sole exemption to this criterion is to nationals from developing countries listed in Annex 3 as Fragile and Conflict States. In these unusual instances, we examine the restricted employment prospects in the nations enumerated in Annex 3.

On or after the date the scholarship application period commences, individuals must not be an Executive Director, their alternate, or any staff member of any appointment type (including temporary and consultant) within the World Bank Group (comprising the World Bank, International Development Association, International Finance Corporation, Multilateral Investment Guarantee Agency, and International Center for Settlement of Investment Disputes); nor may they be a close relative of the aforementioned, with “close relative” defined as Mother, Father, Sister, Half-sister, Brother, Half-brother, Son, Daughter, Aunt, Uncle, Niece, or Nephew.

Procedure for Application

Applicants must fulfill the following requirements to apply for an ADB-JSP scholarship:

  • Be a citizen of an ADB borrowing member and a country eligible for Japanese ODA scholarships as specified here;
  • Secure enrollment in an accredited Master’s program at a recognized academic institution;
  • Possess a bachelor’s degree or its equivalent with an exemplary academic record;
  • Possess a minimum of two (2) years of full-time professional experience (gained post-university degree) at the time of application;
  • Possess competency in both oral and written English communication abilities to facilitate academic pursuits;
  • Commit to returning and working in their home country for a minimum of two (2) years following the conclusion of studies under the Program to aid in its development;
  • Applicants must be 35 years of age or younger at the time of application; 8. Applicants must be in excellent health.

Furthermore, the individuals listed below are ineligible to apply for an ADB-JSP scholarship:

  • Executive Directors, Alternate Directors, management and personnel of ADB, consultants, or immediate relatives of the aforementioned individuals affiliated with ADB
  • Personnel of ADB–JSP designated institutions
  • Individuals residing or employed in a nation other than their place of origin
  • Those currently enrolled in a graduate degree program
  • Individuals who have already obtained a graduate degree, such as a master’s
  • Holders of dual citizenship from any developed nation

Ultimately, ADB–JSP does not fund undergraduate education, distance learning initiatives, short-term training, conferences, seminars, thesis composition, or research endeavors.
