POSITION: Peace and Development Officer

The UNDP-DPPA program on developing national capacity for conflict prevention has bridged the gap between political involvement and development assistance to prevent conflict and sustain peace. In its new phase (2019–2023), the Joint UNDP-DPPA Programme will strengthen national stakeholders and the UN system’s analytical capacities to support Member States’ efforts to advance policy and programmatic coherence on conflict prevention and peacebuilding.

The Joint Programme has relied on Peace and Development Advisors to help Resident Coordinators and UN Country Teams support national partners in dialogue and national or local mediation processes, the establishment and operationalization of national infrastructures and peace mechanisms, and other peace-sustaining initiatives.

The Joint Programme has established small “Peace and Development teams” where a national Peace and Development Officer strengthens the PDA’s support of the RCOs (Resident Coordinators Office) and UNCTs (UN Country Teams) in conflict prevention and peacebuilding. 120 Peace and Development Advisors worldwide including 40 national roles.

Position Objective

The Peace and Development Officer (PDA) Provides Substantial Support in Three Main Areas, Including

  • Support peacebuilding and conflict prevention through research, information collecting, and analysis;
  • Identify entry points and promote inclusive and conflict-sensitive methods to building national conflict prevention capacities, notably in civil society, including women’s and youth networks;
  • Coordinate, partner, and M&E technical support.

Key Responsibilities

PDO duties will include:

  • Researching, collecting, and analyzing support for peacebuilding and conflict prevention:
  • Gather and process data and information important to the UN’s role and actions in Ghana and the sub-region, focusing on peacebuilding, social cohesion, conflict prevention, and sustainable development;
  • Support the PDA in political, political economics, and/or conflict analysis, nation monitoring, and peace and security reporting, particularly local source analysis;
  • Coordinate research on prevention, social cohesiveness, peace, and security.
  • Identify programmatic entry points and promote inclusive and conflict-sensitive ways to enhance national conflict prevention capacity, particularly for civil society, women, and youth:
  • Help the PDA find programmatic interaction with national stakeholders on social cohesion, discourse, conflict prevention, and consensus-building, and develop conflict-sensitive techniques;
  • Help the PDA identify access points with key national peers like the government and civil society;
  • Advice on mainstreaming conflict-sensitive approaches, including training UN Country Team staff and important national partners in conflict analysis, prevention, and development;
  • Coordination, partnerships, monitoring, and evaluation of technical support;
  • Support external coordination of stakeholder partnerships (government, civil society, commercial sector, and international community, especially the UN system);
  • Support peace and development collaborative work plan monitoring and assessment, including data collection, processing, and analysis, in close collaboration with the PDA and Joint Programme Secretariat;
  • Support knowledge management and sharing of conflict prevention and peacebuilding excellent practices; share tales and lessons learned with the Joint Programme Secretariat; and reply to particular requests for information.
  • Assist with UN coordination and Peace and Development Team program implementation. These may include coordinating meetings and consultations with national and international partners.

  • Media, social media, and other outlets for internal and external communications.

Requirements

Education:

  • Master’s degree in political science, conflict resolution, peace studies, sociology, international relations, international economics, law, public administration, or related social sciences.A
  • Bachelor’s degree with two years of relevant experience will be considered instead of a Master’s degree.

Experience

  • Minimum 2 years (Master’s degree) or 4 years (Bachelor’s degree) of professional experience in conflict analysis, development, and/or prevention in a government, multinational, or civil society organization;
  • Analytical, research, and drafting expertise;
  • Project/program management experience;
  • Experience in national and community-level conflict prevention and peacebuilding programs;
  • Expertise in (country/region), includes conversation and conflict avoidance. and knowledge of government, civil society, and non-state actors in the political, economic, and development sectors.

Language

  • English and Tui must be fluent.
