An outline of the scholarship initiative
The Republic of Indonesia’s 1945 Constitution stipulates that education must receive at least twenty percent of the State Budget (APBN). The Indonesian government and the House of Representatives (DPR) decided that some of the money allotted for education activities in the APBN-P be used as the National Education Development Money (DPPN) when they issued Law Number 2 of 2010 on the 2010 Revised State Budget (APBN-P) in 2010. One Public Service Agency (BLU) manages the funds as endowment funds.
The Ministry of Finance and the Minister of Education and Culture decided in 2011 that the Ministry of Finance would be in charge of managing the DPPN and using the money that was raised through fund management. The administration and staff of the two ministries will assist the institution.
The organization and governance of the Indonesia Endowment Funds for Education are outlined in the Regulation of the Minister of Finance (PMK) Number 252/PMK.01/2011, dated December 28, 2011. The LPDP Board of Trustees (Minister of Education and Culture, Minister of Finance, and Minister of Religious Affairs) sets the policies for this non-echelon institution, which is directly accountable to the Minister of Finance. According to the January 30, 2012, Decree of the Minister of Finance (KMK) No. 18/KMK.05/2012, LPDP is an official government agency that implements the financial model of a public service agency.
