Programme Policy Officer (Cash Based Transfers) at World Food Programme (WFP)

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Help make the CSP and/or put it into action in line with the WFP’s corporate and regional policies and plans for Cash-Based Transfer (CBT) programs.
  • Work with all key groups to come up with a strategy and work plan for putting CBT programs into action that are in line with the Country Strategic Plan (CSP).
  • Lead discussions and actions on CBT in cash and/or SP working groups and other important internal and external platforms.
  • In collaboration with other units, create, update, and ensure related Standard Operational procedures (SOPs) are aligned with corporate manuals and guidelines.
  • Help the CO find CBT delivery methods that are useful, creative, and appropriate for the situation.
  • Serve as the CO’s point of contact for CBT, making sure that the field operations, the Regional Bureau, and Head Quarters can all talk to each other clearly and effectively.
  • Serve as the CO point of contact for CBT for the appropriate national ministries when the government talks or works with them.
  • Lead or help with the creation, implementation, and follow-up of initiatives to build people’s skills, such as cash-based transfers and social protection for government workers when needed.
  • Write down the best ways to use CBT and the lessons you’ve learned for the CO.
  • Manage operational research and build evidence on problems related to CBT programs.
  • Set up and keep up strategic and operational partnerships for complementary and collaborative ways to improve CBT programs, and support related advocacy work to increase the coverage, comprehensiveness, adequacy, and quality of CBT programs among all relevant groups.
  • Help get resources for CBT tasks when needed.
  • Help with the ongoing creation of company guidelines for CBT that take into account field experience and lessons learned.
  • Perform other tasks as needed.

WHAT WILL BE DELIVERED BY THE END OF THE CONTRACT?

  • WFP Ghana CBT engagement approach, which includes strengthening national systems’ ability to do their jobs.
  • Regular meetings of the Cash Working Group, with minutes and suggestions written down so that management can make decisions.
  • Putting the CBT Business Process Model into place.
  • Training of CBT staff in the unit and other staff with multiple roles to make sure that CBT operations are done well and are assured.
  • Attending working group meetings regularly to talk about how the government to people CBT works and giving feedback to management.

Needed Qualifications and Experience

  • At least five (5) years of experience in foreign humanitarian and development programs, such as cash-based programming, social protection, food and nutrition security, and/or livelihoods.
  • Knowledge of how to plan, organize, and carry out humanitarian and recovery operations, as well as work experience in this area at the country level.
  • Experience designing, setting up, and putting CBT answers into action, as well as helping to do so.
  • A lot of experience with analytical work, study, training, running workshops, and coaching.
  • It will be helpful to have experience working with governments on cash-based transfer methods of giving help.

DESIRABLE KNOWLEDGE AND SKILLS

  • A strong understanding of how food security, social safety, and/or livelihood programs work and how they are put into practice.
  • It would be helpful to have a good understanding of the WFP’s mission, the Country’s Strategic Planning process, intervention modalities, program and project lifecycle tools, implementation, monitoring, and assessment.
  • Have a good understanding of the most important social, recovery, and development problems and issues, especially ways to reduce poverty and hunger.
  • Knowledge of the latest ideas and developments in-country capacity building and successful models, concepts, and principles for transferring knowledge.
  • Know and understand what the UN does to help with growth.
  • A good understanding of UN or WFP policies and programming requirements, as well as a basic knowledge of project finance, costing, budgeting, and procurement.
