POSITION: Officer – Grants Finance

Key Responsibilities

  • Manage all day-to-day financial transactions of the project/program to ensure effective implementation within World Vision International Financial policies and procedures and donor requirements.
  • Setting up and verifying compliance with financial procedures and controls, as well as giving information to the Regional Accountant and Project Manager to guide resource allocation choices.
  • Communicate World Vision’s Christian ethos and live a spiritual life that sets an example for others.

Planning and Budgeting

  • In coordination with the Project Manager, ensuring that project planning and budgeting work is scheduled to fulfill the needs / timeframes set by donors, NO, and other important stakeholders, as well as Horizon.
  • Work with the project team to ensure that project budgets are clear and in line with project goals and outcomes, taking into account WVI Finance Policies and donor rules.
  • Assist the Project Manager with budget-related communications with donors and other stakeholders. Determine the project’s cash requirements and help the Regional Accountant in submitting a timely financing request to NO.
  • Coordinate with the Project Manager to ensure that project procurement strategies are carried out within the budget timelines.
  • Financial partnering entails participating in the financial capability evaluation of possible partners as well as the partner selection process; assisting partners with project planning and budgeting; developing agreements with partners; and consolidating partners’ budgets into the WV project budget.

Accounting

  • Prepare and process bank deposits, withdrawals, and petty cash payments. Prepare vouchers and invoices for payment. Post transactions to the general ledger/voucher interface.
  • Organize accounting-related documents for easy retrieval. Scan all project vouchers and preserve soft copies on file.
  • Ensure that all project workers submit their monthly LDR/Timesheets on time, and that LDR/Timesheet and payroll expenses are reconciled correctly.
  • Financial Partnership -Verify the fund transfer to partners and documents as per the agreements.
  • Maintain a good tracking system for money disbursed to sub-grantees, and reconcile their accounts on a daily basis.

Reporting & Compliance

  • Produce financial reports in accordance with FFM, local government, and donor regulations.
  • Work with the project team and project managers to generate variance analyses for all sections of financial reporting where there is significant variation.
  • Create a financial monitoring system, analyse financial reports/information, and distribute it with all stakeholders.
  • Identify major donor requirements and communicate with the project team. Financial Partnering
  • Participate in the monitoring of partners’ financial and accounting operations in accordance with agreements, local government, WV requirements, and donor laws; evaluate and analyse partners’ financial reports; and assist with any necessary revisions to partners’ financial reports.
  • Ensure that sub-grantees submit timely, comprehensive, and accurate financial reports in accordance with agreements, local government, WV requirements, and donor rules.
  • Review and analyse sub-grantees’ financial reports and assist with any necessary revisions.

Risk Management, Internal Controls, and Compliance

  • Assist in establishing a proper internal control system within the project team.
  • Transparency and honesty should be promoted and practised in order to ensure good resource management.
  • Communicate potential risks to the right persons throughout program execution. In collaboration with NO and partner financial departments, implement corrective actions/measures in response to audit recommendations and evaluate progress on an ongoing basis.
  • Financial Partnering – Collaborate with partners to identify areas for improvement in internal control systems to ensure that operations are carried out in accordance with agreements; and assist in the development of internal control systems/manuals as needed.
  • Ensure that partners follow financial WV and donor rules, procedures, and requirements.
  • Identify major donor requirements and convey them to the project team.
  • Alert the management team if there are any inconsistencies or a danger of noncompliance.
  • Monitor continuing activities, such as site visits and discussions with subgrantees.
  • Ensure that partners follow the financial WV and donor policies, processes, and requirements.

Staff Capacity Building

  • Provide orientation on finance policies and processes to newly hired employees.
  • Assess staff financial training requirements and implement a capacity-building strategy.
  • Work with partners to identify their financial learning requirements, referring to their financial capability assessment results. Encourage financial training and mentorship among partners.

Record Keeping

  • File accounting-related documents for simple retrieval and in accordance with donor standards.
  • Ensure that all necessary grant information is available on a timely basis, and that grant documentation from the proposal to the final stage are properly filed, both electronically and in hard copy.
  • Maintain all financial documents/information to meet donor, WVI, and audit requirements/standards.

Audit

  • Assist project staff with pre-audit preparations for internal and external audits. In collaboration with NO and partner financial departments, implement corrective actions/measures in response to audit recommendations and evaluate progress on an ongoing basis.

Other Competencies and Attributes

  • Must be a devout Christian capable of overcoming denominational differences.
  • Attend and/or lead daily devotions and monthly Chapel sessions.
  • Other duties may be assigned as needed.

Qualifications: Education, Knowledge, Technological Skills, and Experience

The following can be learned by a combination of formal or self-education, prior experience, or on-the-job training:

  • Minimum A bachelor’s degree with a concentration in management, finance, or accounting is necessary, as is Part 11 of the ACCA, CA, or CIMA.
  • Technical Training Qualifications Required: Advanced knowledge of Microsoft Excel, Word, and PowerPoint. A functional knowledge of SunSystems accounting software is an added benefit.
  • Language skills: Proficient in both spoken and written English.
    Accounting experience: 3 years. (Experience with grant programs desired.)
  • Other: Strong analytical abilities.

Working Environment and Conditions

  • Work environment: Office-based, with periodic field trips.
  • Travel: 10%. Domestic travel is required.
