POSITION: Operations Officer

COVID-19 and climate change increase global fragility and poverty. With 32 fragile and conflict countries, Africa is disproportionately affected. Due to persistent poverty, low investment, high business expenses, and significant operational challenges, many of these countries need improvement. Africa Fragility (AFI), a five-year IFC advise and upstream project spanning 32 states, promotes responsible private-sector-led growth and employment creation in African FCS.

AFI supports local sponsors and contributes to IFC’s thought leadership on private sector growth in fragile countries in company development, transaction origination, market intelligence, and project expansion and implementation. AFI is a new tool that allows the IFC to collaborate with partners, share operational knowledge, mainstream conflict sensitivity, and enable and systematize responsible and context-specific investments in markets that need them most, especially where operational challenges stymie private sector activity

FCS countries in Africa are difficult for IFC investments since most possible sponsors are tiny, informal, do not meet IFC’s ESG or integrity criteria, and won’t engage with lenders. The Local Champions Initiative (“LCI”) empowers African FCS sponsors and builds an IFC pipeline of investable projects. IFC FCS needs a motivated GF2 Operations Officer to implement the Local Champions Initiative (LCI) in the Sahel. After CN approval in October 2022, 30 local sponsors were recruited during pre-implementation. The patent arrived in May 2023. The Nairobi AFI Program Manager will manage it.

Responsibilities and Accountability

  • Lead the implementation of the LCI Sahel program, which received IP approval in May 2023, in close collaboration with the COs/Res Reps.
  • Coordination of consultants assisting LCI operations in Sahel countries.
  • With continuous advising engagements, lead client engagement and relationship management on the ground to maintain high client satisfaction and program relevance.
  • Work with external consultants and World Bank Group colleagues to finish the assessment of training needs and provide technical assistance to selected local champions.
  • Collaborate with IFC Investment/Upstream/Advisory and CMA colleagues to align advisory to help establish a pipeline of investment projects, support investment lead processing, and present appealing “one IFC” solutions to champions.
  • Liaise with peers in the industry, national offices, and other relevant departments to ensure consistency of vision/efforts and to synchronize actions on business growth and pipeline building efforts in target nations.
  • Lead the creation and distribution of Project Supervision Reports (PSRs).
  • Perform periodic reporting and interface with Development Partners and the IFC Africa management team on progress and targeted accomplishments as needed;
  • Ensure that LCI is following the M and E plan.
  • Under the overall supervision of the AFI Program Manager, operate with a degree of autonomy.

Criteria for Selection

  • A master’s degree in a comparable discipline is required, as well as 4-8 years of relevant experience. Related fields of education include business, finance, or economics or an area of knowledge unique to a sector, subject topic, or industry specialty. Relevant experience could include an established track record in business consultancy or investment banking, or operational experience in the sector, or technical or professional discipline.
  • Knowledge and experience in working in the Sahel
  • Understanding of the AFI program and experience working in/on one of Sahel or West Africa nations
  • Private sector development and operational experience including creating and implementing development programs in Africa;
  • Proven knowledge of the investment process in IFC, through working with investment teams or completion of the credit course
  • Self-starter, mature and flexible personality; able to operate in a multicultural, fast-paced team environment;
  • A team player with exceptional people management abilities, the ability to collaborate with colleagues from other teams who do not report to him/her and create remarkable outcomes while meeting tight deadlines and keeping a strong client service orientation;
  • Working with data using common office applications such as Excel, Word, and PowerPoint requires strong analytical and presenting skills. It is vital to have excellent written and oral communication skills in both English and French.
