ROLE: Annual Program Officer
Job Description
Under this Annual Program Statement (APS), qualified applicants can send in applications that include idea notes for the Feed the Future Ghana Trade and Investment (also called GTI). This program is run by Nathan Associates.
Under the Ghana GTI Activity, the U.S. Agency for International Development (USAID) has given permission to give Grants under the Contract (GUC) to Ghanaian private and non-governmental organizations. The goal of these activities is to improve the environment for Ghana’s economic growth by: (1) promoting growth in export-oriented trade; (2) improving and developing product standards; (3) encouraging investments in private enterprises.
The grants will be given out and used in line with USAID and US Government rules for grants under contracts, as well as Nathan Associates’ own policies for managing grants.
BACKGROUND
Nathan Associates manages the five-year USAID-funded Feed the Future Ghana Trade and Investment programme. Small and medium-sized agribusiness companies (producers, processors, traders, and service providers) have faced many challenges, including limited size and economies of scale, poor product quality, a lack of diversification and innovation, limited access to credit, complicated customs processes, and high agricultural input and logistics costs.
These issues make it tougher to compete, expand exports, leverage AGOA and the AfCFTA, and create jobs, especially for women, youth, and persons with disabilities, who are often left out of the economy.

PROGRAM DESCRIPTION
The goal of the program is to solve these problems by combining the ideas of enterprise-driven development and market systems development. This will boost output and growth at the enterprise level by making the systems better.
In this Annual Program Statement (APS), Nathan Associates will work with partners to co-create. At first, ideas will be tested with small seed funds, and then they will be scaled up using performance-based mechanisms that are tied to measurable results.

The solicitation requested $2.5m. Any grant given out as a result of this request should last no longer than 24 months and be worth up to $150,000, depending on grant activities and final negotiations.
The funds that will be given out as a result of this request are likely to start on April 3, 2023. During the negotiation process, the type of grant and any input (in cash) will be decided.
ELIGIBLE RECIPIENTS
- Those who want to apply must be a registered Ghanaian group that is recognized and in good standing with the right government authorities and follows all civil and financial laws.
- Under this APS, applicants can send more than two idea papers per prime organization.
- Those who want to apply must be able to show that they have done well in the past at putting together integrated development programs that are linked to Nathan Associates’ priority areas.
- Applicants must have set ways to reach out to the group(s) of people who will benefit from the program, which are listed in the program description.This should be shown by putting the beneficiary’s point of view into the application.
- In answer to this APS, applicants must sign the following certification as part of their application package.
- Representation (April 2015): Federal aid can’t be given to organizations that need certain internal confidentiality agreements.
- Before getting a grant, applicants must also sign the following necessary certifications.
- The qualifications are attached to this solicitation (Annex E), and Nathan Associates will go over them with applicants.
- The project will work with the person who gets the grant to make a plan for marketing and branding that will be attached to the grant deal.
- Nathan Associates invites new groups that meet the above requirements to send in an application.

SUBMISSION INFORMATION
The concept paper must be written in English, and it can’t be longer than 5 pages.
Concept papers (technical and necessary certifications) should be sent electronically to the Nathan Associates office at the address below with the reference GTI-APS-003-2023.
The last round of idea papers must be turned in by 5 p.m. local time on February 29, 2024, or until the money runs out. Applications that are late or don’t answer will not be reviewed.
