MEL Specialist – WVL at Plan International
Role Dimensions:
The MEL Specialist will be responsible for developing and implementing the project’s feminist MEL system, as well as providing capacity development in M&E to local women’s organizations and developing and implementing the project’s knowledge management system, with the ultimate goal of improving program effectiveness.
All components of this role will incorporate feminist ideals of knowledge co-creation, cooperation, participation, transparency, and respect for the agency of women’s groups. The post-holder will be located in Addis Abeba but will spend roughly 30-40% of their time traveling to project locations in Amhara, Oromia, and SNNPR.

Feminist MEL System: Lead the project feminist MEL system’s participatory development and execution. It is vital to have a good awareness of results-based management, feminist principles, and technical expertise in mixed methods, data gathering, analysis, and presentation.
Expected Outcomes:
- Feminist monitoring and evaluation systems, tools, and processes are designed collaboratively with local women’s organizations and structured to measure project outcomes.
- Performance measurement frameworks and strategies have been established and evaluated with key stakeholders, and they include domains and indicators related to women’s empowerment.
- Capability to integrate composite indices that aggregate, rank, and summarize multiple indicators and data elements.
- Creativity in building qualitative and quantitative monitoring instruments that are tailored to the needs and capacities of WROs at various levels.
- Tool design and development; data collection, cleaning, and compilation; analysis, validation, and sharing with key stakeholders are all part of routine project monitoring.
- A management information system is built and maintained to gather, store, and evaluate output and activity data in a systematic manner.
- Technical oversight and direction for baseline and endline studies, including defining Terms of Reference and ensuring consultants deliver high-quality reports (assistance in confirming methodology, tool relevance, and report quality) and value for money.
- Ensures that gender equality and women’s empowerment M&E strategies are sensitive to the context, executed consistently throughout all project activities (start-up to close-out), and adhere to sector best practices.
- Provide design and implementation advice to assure results and increase project and corporate learning.
- Responsible for ensuring that all monitoring and evaluation activities are carried out in accordance with Plan International’s child protection/safeguarding and ethical principles, as well as promoting beneficiary accountability.
- Performs any other duties that may be allocated to help the business accomplish its goals.
Capacity Development & Relationships: The MEL Specialist will provide capacity development and continuing coaching to local women’s organizations using participatory methodologies. Building solid and respectful partnerships with women’s organizations will be critical to this accountability.
Expected Results:
- Contribute to the design, coordination, and oversight of organizational self-assessments and capacity-building strategies for women’s organizations working at various levels and in a variety of socio-cultural situations.
- Then, Contribute to the development of tools, guidelines, and capacity-building modules, as well as review all project materials, and share its cutting-edge capabilities in gender equality and evidence-based programming with women’s groups.
- Also, Directly provide capacity development and ongoing mentoring to women’s organizations, focusing on strengthening their MEL systems.
- Moreover, Help the project team and women’s organizations determine data sourcing, gathering, and reporting standards, procedures, and techniques.
- Provide technical assistance and direction to women’s organizations in order for them to meet grant monitoring and reporting requirements.
- Encourage good coordination and collaboration with women’s organizations by encouraging open and honest communication, involvement and collaborative decision-making, and respect for their agency and technical knowledge.
Knowledge Management & Reporting: Best practices and lessons learned are documented, shared, and integrated into programming.
Expected Results:
- As a key part of the project team, you must guarantee that high-quality data and learnings are available to inform project planning, implementation, and decisions.
- Create project narrative reports on a regular basis, ensuring high-quality data and learnings are available to finish reports on time.
- With Plan International Ghana, identify and develop / improve opportunities for continuous improvement of systems, processes, and general learning and development.
Required Knowledge, Skills, Behaviours, and Experience
Education and Experience
- A master’s degree in statistics, measuring, planning, monitoring and evaluation, development research, or a related discipline is required.
- Strong knowledge of results-oriented management tools and approaches
- Expertise in creating and deploying M&E systems is required.
- In-depth understanding of project planning, management, monitoring, and assessment processes, procedures, and systems.
- A minimum of 8 years of expertise in complex development project program design, monitoring, evaluation, and research is required.
- Understanding of statistical analysis, as well as quantitative and qualitative data collection methodologies
- Coaching and mentoring abilities to help women’s organizations create capacity in M&E and learning
- Experience facilitating and delivering numerous trainings utilizing participative methodologies.
- Knowledge of gender programming and experience working with WROs is advantageous.
- Experience in capacity building in project design, implementation, reporting, and assessment.

Specific job-related skills are required to put knowledge into practice.
- Experience implementing M&E frameworks in multimillion-dollar institutional grants from donors such as Global Affairs Canada, USAID, DFID, and the European Union is required.
- Feminist concepts, gender equality, and women’s empowerment are well understood.
- Strong knowledge of feminist monitoring and evaluation, as well as results-oriented management techniques and practices.
- Strong knowledge and experience with project cycle management.
- Data design, entry, and analysis skills in Microsoft Excel and Access, as well as Microsoft Word and PowerPoint; knowledge of statistical tools (e.g., SPSS) preferred
