In order to fulfill its mandate of ensuring the effective and efficient day-to-day administration of the Local Government Service (LGS) as provided in the Local Governance Act, 2016 (Act 936), the Office of the Head of the Local Government Service (OHLGS) is seeking a highly successful and result-oriented individual to fill the position of:
JOB PURPOSE
To take the lead in the strategic formulation and implementation of public policies and programs aimed at achieving long-term economic growth and development.
JOB DESCRIPTION
- Supervises the creation of yearly reports, as well as Development Action Plans and Medium-Term Development Plans;
- Acts as the Development Planning Coordinating Unit’s Secretary;
- Plans and promotes development policies that will aid in the delivery of public services and the effective implementation of economic development projects.
- Responsible for the efficient administration of departmental resources as well as staff oversight;
- Ensure that staff competencies, skills, and knowledge are developed;
- Direct reports are evaluated; and
- Carries out any other responsibilities that may be assigned.
EDUCATIONAL QUALIFICATION AND EXPERIENCE
- A Master’s degree in Public Policy, Planning, Development Economics, Economics, or a related field is required.
- A minimum of 15 years of progressive work experience in Local Government or a comparable Public Sector organization, including at least 6 years in Senior Management;
- Member of a reputable professional organization.
Knowledge and Skills Required
The following knowledge and skills are also required of ideal applicants.
- Public Finance Administration
- Leadership and management abilities;
- Excellent verbal and written communication abilities;
- Excellent problem-solving, negotiation, and interpersonal skills are required.
- Excellent monitoring and evaluation abilities;
- Significant knowledge of public sector management, project management, and local government administration, as well as necessary legislation;
- Excellent analytical abilities; and
- Information and communication technology literacy
- Applicants must be active members of the Local Government Service.
