ROLE: Deputy Chief of Party/Technical Director

Since 1978, Jhpiego Corporation in Ghana has been giving technical support to the Ministry of Health and Ghana Health Service in a number of areas, such as cervical cancer treatment and prevention, community health, HIV/AIDS, maternal and newborn health, health workforce capacity development (both pre-service and in-service), family planning, malaria, IPC/WASH, and Covid19 responses.

Job Overview

For an upcoming USAID-funded project in Ghana, Jhpiego is looking for a Deputy Chief of Party/Technical Director to provide technical leadership and project oversight in the areas of mother and child health, family planning, malaria, and nutrition health services. The Deputy Chief of Party/Technical Director will help with technical matters at all stages of the project. The goal of the $22.5 million project is to integrate health services that focus on preventing the deaths of mothers, newborns, and children. These services include health care for mothers and children, family planning, nutrition, and activities to prevent malaria. This will help reduce deaths that could have been avoided in northern Ghana. The project will run for a total of five years.

The person in this position will work under the direction of the Chief of Party and Jhpiego’s senior management team. They will oversee and make sure that all project activities are technically and methodologically sound. Together with the project team and other partners, the person in this position will help come up with and put into place service delivery strategies that are based on scientific evidence and best practices.

Duties and Obligations

  • Give technical oversight, strategic direction, and a list of the right things to do for the project.
  • Then, Set up and use a system to make sure that the technical interventions in project activities are done in a solid way.
  • Lead the development of new ways to expand targeted services for mother and child health, family planning, malaria, and nutrition health.
  • Also, Give technical help to strengthen referral systems and ask key stakeholders for their ideas on new ways to deal with referral problems.
  • Give sub-partners technical oversight to make sure they can deliver on the project’s goals.
  • Take part in a technical advisory/working groups and professional forums where Jhpiego needs to be represented.
  • Find out what training clinical and community health care providers need, and help come up with and put in place ways to meet those needs.
  • Work closely with the Chief of Party to set project priorities and directions and respond to requests for help from the local government and other parties.
  • Document and keep track of the tools and methods that work well for health services for mothers and children, family planning, malaria, and nutrition.
  • Author or co-author abstracts, presentations, and articles for journals and conferences
  • Manage the performance of technical and program staff and give timely feedback.
  • Keep good relationships with USAID and the people who matter in the country, and come up with quick solutions.

Skills or Experience Needed

  • A doctor’s degree or a degree in nursing. The best degree is a master’s in public health.
  • At least 9 years of experience as a mid-level or senior manager putting together and/or helping with technical support for integrated health programs in Ghana for projects funded by donors.
  • Demonstrated experience with a mix of practical technical skills in maternal and child health, family planning, malaria, and nutrition health services, which are needed to improve service delivery at the regional, national, clinical, and community levels.
  • Shown a deep understanding of Ghana’s health care system, especially the public health system. It would be best to have lived and worked in Ghana.
  • Knowledge of the administrative, management, and reporting systems and procedures used by USAID.
  • Proven ability to lead a team of technical experts on a project and get them to work well together.
  • Excellent skills in diplomacy and a proven ability to build and keep professional and personal relationships with USAID, counterparts in the host country, and representatives from other key stakeholders like NGOs, CSOs, and the private sector.
  • Expertise in putting research into practice, which means being able to find best practices and change them to fit a specific project.
  • Excellent English skills in speaking, writing, getting along with people, and giving presentations.
  • Skill with Microsoft Office.
  • Ability to travel to project sites across the country and around the world.
