ROLE: National Project Associate 

UNDP and the Forestry Commission are establishing a collaborative multi-stakeholder platform in Ghana to manage a sustainable commodity supply chain using the GCFRP’s HIA governance structure.

The Forestry Commission Act, 1999 (ACT 571) established Ghana’s Forestry Commission (FC) to sustainably develop and manage the nation’s forestry and wildlife resources. FC regulates forest and wildlife resource use, conservation, management, and policy coordination. The Commission combines public authorities and agencies that protect, manage, and regulate forest and animal resources. FC operates the Training Center and Resources Management Support Center, as well as the Forest Services, Wildlife, and Timber Industry Development Divisions.

FC has made tremendous progress in meeting REDD+ Article 5 requirements. The Carbon Fund of the Forest Carbon Partnership Facility (FCPF) of the World Bank made the first results-based payment for emission reductions and removals from GCFRP for June to December 2019 under the Emissions Reductions Purchase Agreement. A carefully considered benefit sharing plan for GCFRP directs revenue distribution as necessary by the Carbon Fund.

Responsibility and duties

Under the direction of the National Project Manager and the Director of FC’s Climate Change Directorate, the incumbent helps design, plan, manage, and monitor project activities. The Project Associate must collaborate with key stakeholders to implement all annual work plan activities. The incumbent must be independent, process-oriented, and comfortable in complicated circumstances. The incumbent emphasizes results-based management (RBM) and a client-oriented approach in accordance with UNDP norms.

Management of operations and administration

  • Support project work plans and their timely execution daily (including administrative management operations) in accordance with corporate compliance rules and practices.
  • Manage general administrative tasks, including project file registry and maintenance.
  • Coordinate, prepare, and follow up on communication and meetings with the Oversight Group.
  • Monitors project progress using the Signals of Change technique to align with the annual work plan.
  • Manage travel arrangements to protect UNDP resources and client satisfaction.
  • Prepares meeting minutes and detailed reports
  • Provides support for other project-related tasks as directed by the National Project Coordinator or Manager.
  • Perform any other tasks assigned by the Director of Climate Change.

Finance management

  • Prepare a Request for Payments and ensure supporting documents comply with UNDP guidelines.
  • Prepare project budgets, revisions, and financial reports and monitor project spending.

Serve as operational contact.

  • Help implement the HIA multi-stakeholder process.
  • Collaborate with the National Project Manager/Coordinator and Facilitator to organize multi-stakeholder workshops and events. Develop relationships and communicate with important project stakeholders and partners [SECO country representation, donors, other government agencies, appropriate business sector actors, etc.].
  • Collaborate with project stakeholders and effectively share information.

Reporting

  • Assigned PMU members, including the Project Associate, must report directly to the Director Climate Change throughout their term. As part of the NPSA contract, the Project Associate will occasionally report to the UNDP CO and FACS teams.

Qualifications

  • Bachelor’s degree in Project Management, Natural Resources Management, Business, International Development, Finance, Public Administration, or similar subjects.

Experience

  • Minimum of three years of professional experience.

Needed Skills

  • Experience with public, private, or international project cycle management.
  • Ability to comprehend the national context.
  • Ability to interact with governmental and private high-level stakeholders.
  • Proficient in MSOffice.
  • Ability to work independently and complex.
  • Strong analytical, report-writing, and communication skills.

Additional Skills and Competencies desired

  • Experience with cocoa value chains and/or forestry of the relevant commodities sector.
  • Show competency in jurisdictional REDD+
  • Multi-stakeholder collaborative experience.
  • Experience with UNDP or other UN organizations helps.
  • Required Language(s): Professional certificates in English and other Ghanaian languages.
