Job title: Program Manager

Job Description

Getting rid of the third delay: expanding an obstetric triage system in Ghana to cut down on wait times and improve the quality of care in hospitals with a lot of patients.

Background

The Program Manager will help with Kybele-grant-funded Ghana’s project, “Addressing the Third Delay: Scaling Up an Obstetric Triage System to Reduce Delays and Improve the Quality of Care in High-Volume Hospitals in Ghana.” The goal of this project is to make obstetric triage systems in Ghana’s hospitals with a lot of births more independent and self-sufficient. Kybele’s Obstetric Triage Implementation Package (OTIP) + Modified Early Obstetric Warning System (MEOWS) prevents critical delays and improves the quality of assessment by encouraging rapid assessment for all women, prompt prioritization of women at risk, and the creation of high-quality treatment care plans that are right for women at risk.

The OTIP model gives frontline healthcare workers the tools they need to deal with life-threatening situations by: (a) setting up a dedicated and well-equipped triage area, (b) putting in place a traffic light wristband system with a matching acuity chart to tell which women are high-, intermediate-, or low-risk, and (c) adding a time-saving triage assessment form that helps midwives make quick and accurate diagnoses and treatment decisions in high-risk situations. MEOWS improves the continuity of care for women while they are in the hospital by using a higher-level monitoring system to find risk factors quickly and send the right care to women who need it right away.

Over the 30 months of funding from Grand Challenges Canada, Kybele-Ghana will:

  • Scale OTIP+MEOWS to about 75 regional and district hospitals across the country by using public sector clinicians as champions to train labor ward staff and allocating space for triage in each of the 75 hospitals.
  • Validate the effect of OTIP+MEOWS on timely and appropriate care in Ghana by further refining and contextualizing the package for scale, validating the appropriateness and results of MEOWS in the Ghanaian context, and moving monitoring activities to hospital in-service programs and quality improvement systems.
  • Transition full ownership of OTIP+MEOWS in Ghana to the Ghana Health Service by including training materials in pre-and in-service training for labor ward staff, including quality assurance indicators in the GHS Holistic Assessment Checklist, including OTIP+MEOWS forms in the national electronic medical record system, and getting long-term financial and human resource commitments from the GHS.

Job Description

The Program Manager will be in charge of coordinating and supporting all Project activities. He or she will provide overall project coordination, supervision, and quality assurance oversight to make sure the program is carried out according to the evidence-based model, in line with the detailed implementation plan and project budget, and in accordance with the funder requirements.

In particular, the Program Manager will act as a link between the Ghana Health Service and the targeted health facilities. He or she will also oversee the day-to-day activities of the project on the ground, such as preparing for and coordinating the rollout of OTIP + MEOWS training and implementation at the target facilities, and will give regular written and verbal reports on project details. The Program Manager will work on the Project all the time.

The Project Manager will be based in Accra and make frequent trips to the target health facilities in the project areas. They will make sure the project keeps going smoothly and provide quality assurance leadership at every step of implementation.

The Program Manager will keep Kybele-Ghana and Kybele U.S. up to date on the project and provide required reports and deliverables based on the milestones set out in the grant agreement. Lastly, the Program Manager will help the Financial Manager and M&E Manager make sure that the monitoring and evaluation systems and financial systems are run well and meet the requirements of the funders.

Key Responsibilities

Some of the most important jobs for the first Project Year will be in the following areas, but not just those. In the first month on the job, the Program Manager and the Technical Advisory Group (TAG) will make clear plans for how they will work together. In the last quarter of the active project year, work plans for the next project year will be made.

Project Planning and Stakeholder Coordination

  • Work with the TAG to choose a target hospital based on the selection criteria.
  • Communicate with the GHS Quality Assurance team about putting indicators into the national electronic medical record system.
  • Coordinate with TAG about whether OTIP and MEOWS should be part of pre-service training.
  • Take part in regular check-ins with Kybele management, TAG, GHS, and Project Principal Investigators and send written progress reports to keep Kybele up to date on progress, successes, and problems as needed; Tell Kybele’s management if there are any obstacles to making progress.

Project Implementation

  • Help choose and train the “hub” and “spoke” people in Regions 1 and 2. Leaders in clinical care
  • Support and oversee the pieces of training that Clinical Champions in Regions 1 and 2 give to other people.
  • Make sure that all project evaluations, training, follow-up visits, and data collection are done on time and to the right standard, according to the approved project goals and schedule.
  • Visit and help target health facilities to make sure they have the right infrastructure, and equipment, and are using the approach correctly.
  • Orchestrate Learning Network meeting for Regions 1 and 2 to share information
  • Lastly, Prepare for training and visits by the Kybele team by coordinating logistics.

Also, Project Reporting

  • Using the Results-Based Management Accountability Framework, write detailed reports on how things are going with implementation, milestones, and data (RMAF)
  • Help the M&E Manager improve the hospital quality assurance teams’ ability to collect, understand, and manage data.
  • Help with financial management by carefully keeping track of and recording receipts and expenses related to the project.
  • Degree in a program for public health management and leadership
