ROLE: Accountant, USAID Quality Services for Health (Q4H) Activity
Overview
University Research Co. (URC) is looking for an experienced Accountant to work on the USAID-funded Q4H activity in Ghana, which will last four years and cost $12 million. The activity’s goal is to develop the Government of Ghana’s (GoG) institutional capacity to promote and oversee higher-quality health care in both the public and private sectors. This four-year activity assists the GoG and stakeholders, including both recipients (or civil society) and service providers, in sustaining and improving the quality of health service delivery in Ghana, hence improving health outcomes.
Responsibilities
The Accountant will assist the DFO in preparing timely financial reports, implementing a robust internal control system, and ensuring compliance with USAID and URC rules.
The specific responsibilities include the following:
- Collaborate with the DFO to generate monthly financial reports for timely submission to the home office. This includes, but is not limited to, QuickBooks posting.
- Before publishing to QuickBooks (QB), ensure that payment documentation is adequate and full, including any applicable approvals.
- Manage the petty cash account in compliance with the activity policy, ensuring that there is an acceptable level of petty cash in the safe deposit box.
- Work with the finance team to verify that all project costs are permissible, reasonable, and allocable under USAID/URC standards.
- Assist the DFO in responding to any monthly field report review comments from the home office in collaboration/coordination with regional finance and administration officers, including providing input on missing vouchers and outstanding information after reviewing payment documents.
- Prepare and record voucher/accounting transactions in QuickBooks.
- Ensure that charge numbers and accounting codes are used properly.
- Start transactions in the electronic payment system.
- Make withdrawals and deposits at the bank.
- Process monthly social security and tax payments to Ghana’s government.
- Support the payment of per diems and transportation for attendees at meetings or workshops.
- Create an indexed filing system in the finance division and verify that all financial documents are filed according to the system.
- Post the advances and liquidated expenses to QuickBooks for accuracy.
- Initiate properly supported and permitted payments into online banking services, such as vendor payments and mobile money transfers.
- Examine the sufficiency of supporting documentation for all documents submitted for payment.
- Create and maintain a tracking log of all papers received and released by the finance department.
- Complete any other project-related duties that are assigned.
Required Skill or Experience
- Knowledge, skills, and abilities include maintaining accounting records, analysing and preparing reports, and completing statutory returns.
- Attention to detail and the capacity to prioritize and handle various projects.
- Proficiency with Microsoft Office applications (Word, Excel, Outlook).
- Proficient in oral and written English.
- Excellent communication abilities, both written and oral.
- Prior work experience on a USAID or other development project is preferred.
Required Experience and Qualifications
- Bachelor’s degree in accounting or equivalent certifications/qualifications.
- At least 8 years of expertise in accounting and general financial management.
- At least two years of expertise with QuickBooks.
- At least one year of experience processing mobile money transactions.
