ROLE: Programme Officer (FAO Representative Network)
Organizational Structure
The Regional Office for Africa (RAF) is in charge of guiding FAO’s response to regional priorities in food security, agriculture, and rural development by identifying, planning, and implementing FAO’s priority operations in the region. It assures a multidisciplinary approach to programs, defines priority areas of action for the Organization in the region, and develops, promotes, and oversees FAO’s strategy response to regional objectives in partnership with centers, divisions, and offices at headquarters.
RAF also advises on the adoption of regional priorities into the Organization’s Programme of Work and Budget implements approved regional programs and projects, supervises program implementation, and brings attention to faults and shortcomings. RAF establishes and maintains relationships with regional entities such as Regional Economic Integration Organizations (REIOs). The Regional Office encourages regional policy discourse on food security, agriculture, and rural development issues, as well as capacity building and resource mobilization for food security, agriculture, and rural development in the region.
The position is based in Accra, Ghana, at the Regional Office for Africa (RAF).
Lines of Reporting
The FAO Representative Network Programme Officer reports to the FAO Representative Network Programme Officer/Team Leader.
Technical Emphasis
Supports all FAO Representative Network (FAOR) operations and serves as a contact for the management of FAO Representations within RAF.
Key Findings
Research, technical analysis, and office administration services to support the implementation of regional and global programs, products, and services in collaboration with other Regional Offices.
Important Functions
- Reviews relevant documents and reports; identifies problems and issues to be addressed and contributes to the implementation of corrective actions; liaises with relevant parties, particularly in other regions; ensures follow-up actions;
- Contributes to policy development, including the review and analysis of issues and trends; generates survey initiatives; reviews analyzes, and interprets responses, identifies problems/issues, and prepares conclusions;
Specific Purposes
- Aids country-level actions directed by FAO’s country Programming Frameworks (CPFs), subregional and regional priority frameworks, and higher-level strategic frameworks in order to translate FAO’s knowledge products into country-level outcomes and impacts.
- Evaluate request proposals for country office budgets, operations, administration/management, and recommend suitable actions/decisions.
- Prepares consolidated Periodic Budgetary Reports (PBR) on Country Offices, including personnel planning based on predicted post occupancy across multiple organizational outputs, as well as the staff recovery cost program (SCR);
- Contributes to the development of the biennial Programme of Work and Budget for RAF, particularly the FAOR Network, as well as the development of result-based management concepts and policies;
- Coordinates and consolidates the preparation of the FAO Country Offices’ yearly financial plan, budget allotments, and budget revisions as needed, including SCR;
- Liaises with relevant headquarters units, particularly the Office of Strategy, Programme, and Budget (OSP) and units related to corporate logistics and operational support, on policy and procedural matters to facilitate the resolution of operational administrative and financial problems in FAO Representations to implement new systems, policies, and procedures and make recommendations;
- Monitors database records of government cash and in-kind contributions to FAO Country Offices;
- Contributes to the implementation of office premises improvement and compliance with the Minimum Operational Security Standards (MOSS);
- Interacts with internal and external auditors and prepares responses to audit observations and queries in coordination with the Team Leader/Program Officer (FAOR Network), the focal point on country audit matters;
CANDIDATES WILL BE EVALUATED ON THE FOLLOWING FACTORS:
Minimum Standards
- Advanced university degree in business administration or public administration, finance, social science, or a related field;
- Five years of relevant experience in project or program management, administration, budget/finance, or a related area;
- Working knowledge of English (proficient-level C) and limited knowledge of one of the other official FAO languages (Arabi, Chinese, French, Russian, or Spanish).

Technical/Functional Knowledge
- Work experience in more than one location or area of work, particularly in field positions;
- Extent and relevance of experience in administration, financial planning, monitoring, and budgeting, program/project formulation, analysis, planning, and implementation, preferably at the international level;
- Understanding UN or FAO policies and programs is considered a strong asset.
- Working knowledge (proficient – level C) is an asset.
