ROLE: National Professional Officer (Safety and Security)
The Security Services (CSLS) mission is to ensure a safe and secure operating environment and the continuity of operations in FAO Offices around the world, as well as to support the implementation of core activities related to the safety and security of FAO personnel around the world and to ensure FAO compliance with the United Nations Security Management System (UNSMS) guidelines and policy.
The National Professional Officer (Safety and Security) oversees the safety and security of FAO’s operations in Accra, Ghana. He/she is also in charge of assisting the country’s UNSMS Designated Official for Security, who works under the supervision of the country’s Principal/Chief Security Adviser.
The position is based in Accra, Ghana, and is in the Security Services (CSLS) of the Logistics Services Division (CSL).
Lines of Reporting
The National Professional Officer (Safety and Security) reports to the FAO Representative in Ghana and works under the technical supervision of the Chief, Security Services (CSLS) and the Regional Security Adviser (CSLS).
Technical Emphasis
Assist the FAO Representative with operational support and advice on safety and security in the nation.
Key Findings
Protection of the integrity of FAO facilities, assets, and operations, as well as the safety and security of FAO workers.
Important Functions
- Provide advice to the FAO Representative on ensuring the safety and security of FAO people, buildings, and assets in accordance with UNSMS and FAO security management policies and guidelines, in close collaboration with the Field Security Unit at headquarters.
- Support the monitoring and implementation of technical security measures as outlined in the Area Security Plan, Security Risk Management (SRM) process document, Residential Security Measures (RSM), Security Risk Compliance Assessments, Standard Operating Procedures (SOPs), and related documents, as needed.
- Support the monitoring of the security situation throughout the country, the coordination of security risk assessments for the Country Office and sub-offices, and the provision of an independent analysis of emerging security threats to FAO personnel, operations, premises, and assets to the FAO Representative. Encourage the adoption of appropriate preventative and mitigation measures.
- Assist the FAO Decentralized Office in keeping security information up to date, and write periodic status reports to keep the FAO Representative and the Field Security Unit at headquarters informed of the security situation.
- Prepare contingency plans and standard operating procedures for the country office and sub-offices, and assist in the implementation of heightened security measures.
- Assist in the conduct of periodic security evaluations of FAO premises and equipment, as well as providing advice on gaps in security preparation with recommended improvements and solutions, in accordance with the approved Security Risk
- Management Measures (SRMM).
- Assist with the selection and acquisition of appropriate security equipment/infrastructure.
- Ensure FAO’s participation in United Nations Security Management Team (SMT) and Security Cell meetings, serving as the FAO Representative’s second alternate at SMT meetings for Security Cell meetings. As needed, assist with contact with the United
- Nations Department of Safety and Security (UNDSS) and applicable law enforcement authorities, including national security agencies.
- Carry out any other applicable responsibilities.
Specific Purposes
- Support the FAO Emergency Notification System’s implementation and participation of personnel.
- Missions to program locations are conducted to examine current local security circumstances, identify security trends, and notify FAO employees, project personnel, and eligible family members of potential security risks.
- Assist in the design and coordination of obligatory safety drills on FAO premises while on duty.
- Support the administration of security equipment and personnel, including inventory, extended training, and the performance of security contractors, guards, and security escort employees, as needed.
CANDIDATES WILL BE EVALUATED IN RELATION TO THE FOLLOWING
Minimum Standards
- Ghanaian national.
- A master’s degree in risk or emergency management, social/political science, military science, public administration, law enforcement, or a similar field is required.
- One year of relevant professional experience in risk management, safety and security, and/or military service in a national security and/or military setting.
- Working understanding of English (proficient – level C).
- Working knowledge of the native language (proficient – level C).

- Work experience in more than one location or area of work is preferred, especially in field employment.
- Extent and importance of risk management, safety, and security service in a national security and/or military scenario.
- Knowledge of UNSMS or standard operational standards and procedures is seen as a valuable asset.
