Job Opening at Khulisa Management Services
Khulisa Management Services is looking for a short-term technical consultant to do a study on misinformation, misinformation, and disinformation in West Africa, with a focus on Coastal West Africa (CWA), as part of USAID/West Africa’s Peace through Evaluation, Learning, and Adaptation II (PELA II) program.
Role and Tasks
The Short-Term Technical Consultant will do a desk review of the literature on this topic and perform a number of virtual interviews with key informants who can give information that is relevant to the study. The expert should look into:
- the trend of bad, wrong, or false information across the area, with a focus on Coastal West Africa.
- how bad information is spread and who pays for it or keeps it going.
- how bad knowledge affects different groups in the area, with a focus on young people.
- how regional organizations, like ECOWAS, are working to stop or handle this problem.
- laws and rules that deal with this problem, how these laws are used, and where the laws and rules fall short.
- Other facts about the West Africa region that the research thinks is important to this study.
As agreed in the Scope of Work (SOW), the Short-Term Technical Consultant will be asked to write a full report and other deliverables. Some of the specific tasks and obligations will include, but are not limited to:
- Make a plan or schedule for putting the study into action and share it with the PELA II technical team;
- Do a thorough desk review of the literature that is important to the study;
- Take part in (virtual or in-person) talks with the PELA II technical team to get updates;
- Share the first drafts of the report with PELA II for notes and feedback.
The Short-term Technical Consultant will report to the PELA II Democracy & Governance and P/CVE Advisor and to other technical members of PELA II. This study is expected to take between five and twelve weeks, based on the final decision by USAID, which should be made soon.
Qualifications and experience are needed.
For this study, the person who gets chosen must have the following skills and experiences:
- Have at least a Master’s degree in a field related to this study, such as communication studies or science, public policy, peace and development studies, international relations, or another related field. It’s best if you have a Ph.D. in any of these areas;
- Have proven they can write great English study papers;
- Have done studies for projects in West Africa that were funded by USAID;
- Be good at figuring out what’s going on;
- A study paper or publication that has been proven to be about misinformation. If you have written about this problem in West Africa in the past, that’s a plus;
- Know how to look at both qualitative and quantitative facts well;
- Know what’s going on in West Africa with freedom, government, peace, and stability;
- It will be helpful if you know how to write and speak French.
