The primary function or purpose

To support IFES Ghana programming, IFES is looking for a local national Project Officer/Senior Project Officer (PO/SPO). The PO/SPO will provide technical and operational support to the IFES Ghana office under the guidance and supervision of the Senior Elections Specialist. They will be in charge of creating and delivering high-quality activities and deliverables on schedule.

Principal Duties and Responsibilities

  • Keep up to date on all political and election-related developments.
  • Under the supervision of the Senior Elections Specialist, provide overall programming and logistical support, as well as report writing.
  • Based on approved work plan (s), budgets, and another appropriate framework, assist in the implementation of activities as instructed by the Senior Elections Specialist.
  • Maintain and nurture critical relationships with international and national electoral stakeholders.
  • Coordination with IFES’ CEPPS partners and other USAID implementing partners, as well as participation in roundtables or other activities as directed by the Senior Elections Specialist.
  • Contribute to frequent programmatic reports for donors and IFES headquarters, such as quarterly performance reports, policy briefs, and technical documentation as needed.
  • Lead data collection for monitoring and evaluation at the field office in collaboration with the IFES HQ team, and update data on IFES platforms.
  • Organize IFES programs and activities such as events, workshops, and trainings by planning and facilitating activities, presenting sessions, arranging for accommodation and venues with the Finance and Administration Officer, and general activity organization and administration.
  • Support the creation of RFPs and scopes of work for programmatic activities; participate in assessments for the purpose of selecting vendors and/or sub-awardees, as applicable.
  • Monitor Sub-awardee progress and deliverables, including gathering deliverable documents and holding check-in meetings to address progress, issues, or concerns.
  • Collect, organize, and maintain the accuracy of project materials in the IFES SharePoint system (activity reports, project deliverables, event attendee lists, success stories, donor correspondence, and so on).
  • Discover any potential issue or risk that could impede the project’s or IFES Ghana’s operations, communicate these items to the Senior Elections Specialist, and strive to discover potential solutions.
  • Closely monitor the project timeline, including deadlines for each project task and deliverable, and notify the Senior Elections Specialist of any potential delays.
  • Ensure that expectations for branding, marking, and reporting are adequately planned and met.
  • Maintain and grow fruitful working connections with partners.
  • Other responsibilities may be allocated.

EDUCATION

Bachelor’s degree necessary in political science, international development, public administration, or a related field; master’s degree preferable.

Experience and abilities

  • Level 7 (PO) requires 4+ years of experience in project management or development, while Level 8 (SPO) requires 6+ years of experience.
  • Experience with USAID-funded projects and/or foreign NGOs on development program execution.
  • Professional experience and knowledge of democracy and elections are required.
  • Solid program and activity management expertise, including the organization of events, seminars, training, and activity facilitation, as well as the formulation and presentation of training sessions.
  • Excellent reporting and document management abilities.

Knowledge of M&E practices.

  • Experience monitoring the progress and deliverables of local Sub-awardees is preferred.
  • Skills in training and facilitation are advantageous.
  • Competent in Microsoft Word, PowerPoint, Outlook, and Excel.

Qualifications and Requirements

  • The ability to stay organized despite tackling various projects with short deadlines.
  • The ability to finish activities with little supervision.
  • Outstanding attention to detail.
  • Excellent communication skills are required to identify and address difficulties with the IFES program and administrative employees.
  • Willingness to follow all confidentiality principles.
  • Working in a collaborative and cooperative environment is essential.
  • Capability to demonstrate initiative, sound judgment, and resourcefulness.
  • Team player eager to take on a range of duties.
  • Capability to manage sensitive situations and address concerns of inclusion with integrity.

Language Abilities

  • It is necessary to be fluent in both written and spoken English. It is advantageous to be fluent in at least one other language spoken in the designated project area.
  • TRAVEL: As needed, travel inside Ghana to facilitate project implementation.
