Job Opening at Ghana Investment Fund For Electronic Communication (GIFEC)

ROLE: Senior Manager and Head of Procurement Unit

Purpose of Position

Provide technical and operational assistance for the Procurement Unit’s effective and efficient performance, as well as monitoring of the fund’s stores function.

Duties and responsibilities

  • Collects data for policy formulation
  • Monitors the Unit’s programs and activities
  • Creates procurement policies and procedures
  • Conducts market surveys to identify supply sources
  • Maintains and updates supplier database
  • Oversees annual procurement plan preparation
  • Coordinates procurement process management
  • Prepares periodic reports
  • Manages stores and disposes of assets in accordance with procedures and regulations.
  • Coordinates procurement of goods and services with directorates, units, service providers, approving authorities, and stakeholders.
  • Prepares unit budget and work plan.
  • Supervises and evaluates subordinate staff.
  • Controls supplies and store staff.
  • Conducts regular inventory inspections. Train store employees on current scorekeeping practices.

Qualifications & Experience

  • To be considered for this position, candidates must have a Master’s Degree in supply chain management, procurement management, purchasing & supply, or a related field from an accredited tertiary institution.
  • They must also be a member of the Chartered Institute of Purchasing and Supply (CIP) or another recognized professional procurement body.
  • Additionally, they must have at least 10 years of relevant post-Bachelor’s Degree work experience, with 5 years in management in a reputable organization.
  • Must pass a selection interview held by the fund in coordination with the Public Services Commission.

  • Proficient in Public Procurement Act and financial management systems.
  • Understanding of Public Administration system.
  • Strong leadership and networking skills.
  • Monitoring and evaluation skills.
  • Quantitative, qualitative, and analytical skills.
  • Negotiation and advocacy skills.
  • Knowledge of material handling, logistics, warehousing, and customs clearance.
  • Contract management knowledge.
  • Good communication skills.
