TECHNICAL ASSISTANCE TO SUPPORT IMMUNIZATION ACTIVITIES FOR THE GAVI CDS PROJECT

Immunization Technical Consultant for COVID-19 Country: GHANA

  • Location: Accra, Ghana
  • Start Date: December 9, 2022
  • LOE: 36 days
  • Terms of contract: 4 months; Consultant
  • Reports to: Senior Technical Officer, US-based
  • Purpose: To provide technical support to several activities under the Gavi CDS contract

JSI Research & Training Institute, Inc. (JSI) is a US-based not-for-profit organization that specializes in public health. For the past 30 years, JSI has been providing technical assistance to health programs in more than 106 countries.

The Immunization Technical Consultant for COVID-19 activities will be based in Accra, Ghana and will support JSI in its implementation of the Gavi-funded CDS Immunization technical assistance activities in Ghana. The Immunization Technical Consultant will support two activities to strengthen COVID-19 vaccination in the country. The consultant will support the outlines as follow below:

Position responsibilities

 

Activity 1: Support monitoring, evaluation and learning activities related to vaccine safety by adapting and orienting on vaccine safety monitoring tools.

Specific Activities include:

  • Coordinate and collaborate with Ghana EPI and FDA to select a region/districts for this work
  • Work with the EPI and FDA teams (regional and district) to review and adapt/update the existing vaccine safety monitoring tools for COVID-19; includes one-day pilot testing of updated tools.
  • Design a 1-day workshop for districts teams and facilitate an orientation for the two districts on use of the updated tools and strategy for program monitoring and implementation
  • Prepare a short report on the orientation and outcomes of the workshop
  • Help district supervisors design/provide supportive supervision visits to the two districts to monitor use of the tools and provide technical support (note: consultant will not be expected to conduct supervision visits her/himself)

Anticipated LOE for activity: 16 days

Activity 2: Strengthen district level capacity for data management, based on identified needs in 4 districts in 2 regions (2 districts per region).

Specific Activities include:

  • Consultant will work with the EPI team to review the current data collection and management processes for use and reporting of data from HF to National level. The consultant will conduct key informant interviews (KIIs) with health workers at each level of the health system to identify enablers and barriers within the current system
  • The consultant will synthesize the information from the current process review and KIIs into a report with suggestions for how to improve the capacity of HWs to address issues around data management and use; this may also include development of a job aid or tool to improve the process.
  • The consultant will design and facilitate a 1-2-day training for HWs to build their capacity in data management and use based on the earlier synthesis. The consultant will be responsible for writing a brief report on the training.
  • The consultant will also join 1 regional monthly review meeting to facilitate discussion around data management and improved practices.

Anticipated LOE: 20 days

Deliverables:

  • Weekly email to Supervisor with bullets of activities conducted in the previous week and plan for the week ahead;
  • Full assessment reports, and data sets, PowerPoints and briefs
  • Complete and timely expense reports for all trips taken;
  • Detailed trip report for all trips taken;

Activity 1:

  • Updated vaccine safety tools
  • Facilitation plan and materials for orientation
  • Report on orientation
  • Supportive supervision plan for districts

Activity 2:

  • KII guide for HWs
  • Report with suggestions on how to improve processes; job aid/tool as needed
  • Facilitation plan and materials for training
  • Brief report on outcomes of training
