POSITION: Operations Specialist

The Government of Ghana, alongside the Food and Agriculture Organization (FAO) of the United Nations and with financial backing from the European Union (EU), is executing the EU Food Security Response in Northern Ghana (GCP/GHA/040/EC) project (2023-2026), aiming to reach a minimum of 10,000 households. The initiative is being carried out across three agricultural seasons to enhance crop and livestock yields, involving 6,000 maize farmers who will be assisted in producing 18,000 Mt of maize over three years in selected districts; 2,400 millet farmers who will be supported to yield 5,184 Mt of millet; and 4,200 sorghum farmers to generate 8,517 Mt of sorghum during the three years in the specified districts.

Lines of Reporting 

The Operations Specialist will operate under the general oversight and direction of the FAO Representative to

Ghana, under the technical oversight of the Technical Adviser, and in close partnership with the National Project Coordinator and Technical Committee.

Technical Emphasis 

The Operations Specialist manages, oversees, and regulates activities to assist FAO’s Operational services. He/she is anticipated to serve as the main escalation contact for all technical problems identified during the project execution. He/she is also anticipated to assist in prompt and effective project operations.

Duties and Obligations

  • Offer operational oversight and program support for the project’s execution, including financial management.
  • Oversight of management and spending.
  • Manage daily operational elements of projects and programs following the project management cycle from the initiation stage to operational and financial completion.
  • Support the Budget Holder in the comprehensive management of the EU project, which includes budget distributions, budget modifications, etc.
  • Coordinate between program and procurement teams to guarantee prompt assistance delivery to beneficiaries, adhering to the project work plans, budget accessibility, and in line with applicable manual sections.
  • Facilitate the generation and approval of supporting materials (concept notes, project documentation, financial reports, narrative reports, visibility resources).
  • Make certain that project inputs are delivered on time (staff, technical assistance, sub-contracting, training, equipment, and supplies) directly by the Organization or, when suitable, via contractors and in collaboration with other support teams.
  • Guarantee that the field office is ready to expand in response to new demands.
  • Assist in enhancing the operational unit’s capabilities at the field level by participating in relevant meetings and training sessions at a national scale.
  • Carry out any additional responsibilities that may be necessary.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING

Basic Requirements 

  • Bachelor’s degree in public or business administration, finance, accounting, economics, social sciences, or a related discipline pertaining to the FAO mandate.
  • 7 years of pertinent experience in project management, particularly in the agricultural field.
  • Proficient working knowledge (level C) of English and intermediate knowledge (level B) of another FAO official language.

  • Level of experience in designing, executing, and overseeing projects.
  • Capacity to create strategies for executing and coordinating project activities in developing nations, in collaboration with UN organizations and other relevant parties and/or partners.
