POSITION: Engineer 

The Regional Office for Africa (RAF) leads the Food and Agriculture Organization’s (FAO) initiatives in addressing regional priorities related to food security, agriculture, and rural development. This involves the identification, planning, and execution of priority activities tailored to the region. RAF adopts a multidisciplinary approach to its programs, identifies key focus areas for action, and collaborates with various departments at the headquarters to develop, advocate for, and oversee FAO’s strategic responses to these priorities.

Additionally, the office advises on how to integrate regional priorities into the Organization’s Program of Work and Budget, executes approved projects in the area, monitors their progress, and highlights any challenges or deficiencies. RAF is also responsible for maintaining relationships with regional institutions, including Regional Economic Integration Organizations (REIOs). The office aids in regional policy discussions on food security, agriculture, and rural development, fosters regional partnerships, and promotes capacity-building and resource mobilization efforts.

Assignment Location: Administrative Support Unit, RAF, Accra, Ghana.

Reporting Lines:

The selected candidate will operate under the general supervision of the Assistant Director General of the Regional Office for Africa (ADG RAF) and will report directly to the acting Regional Administrative Office.

Technical Focus:

Provision of engineering support and oversight for FAO projects throughout their lifecycle, from initiation to the end of the Defects Liability Period.

Key Responsibilities:

  • Assist in developing Terms of Reference, Bill of Quantities (BOQ), and in the technical evaluation of tender documents.
  • Offer guidance and advice regarding repairs within the office premises.
  • Conduct on-site evaluations for urgent maintenance needs, providing expert recommendations to the RAF Administration and Premises Management team regarding feasibility, costs, and timelines for issue resolution.
  • Supervise and manage construction activities on-site.
  • Track project progress against schedules and budgets, promptly addressing any deviations.
  • Ensure adherence to technical specifications, drawings, and relevant regulations.
  • Conduct regular inspections to evaluate work quality, pinpoint deficiencies, and provide timely feedback for corrective measures.
  • Coordinate with contractors, subcontractors, and suppliers to address technical issues, ensuring seamless project execution.
  • Support senior colleagues in enforcing safety protocols to maintain a safe working environment.
  • Prepare periodic progress reports, documenting significant milestones and challenges with photographs.
  • Offer technical guidance and support to project teams, resolving technical concerns as needed.
  • Conduct project meetings to update stakeholders on construction status, challenges encountered, and proposed solutions.
  • Carry out all responsibilities assigned to the resident engineer, as stipulated in the respective contracts.
  • Perform any other duties as assigned by the supervisor.

Minimum Requirements:

  • Advanced University degree (M.Sc or PhD) in Civil Engineering, Architecture, or related fields.
  • At least 7 years of relevant experience in the construction sector in Ghana.
  • Proficient in English, with a good command of the local language(s) spoken at the duty station.
  • Must be a national of Ghana.

  • Proficiency in preparing technical reports.

  • Strong analytical skills with the ability to articulate technical ideas clearly, both verbally and in writing.

Selection Criteria:

  • Depth and relevance of experience in project execution and supervision.
  • Familiarity with working in collaboration with UN agencies, including similar assignments with FAO, government entities, and other partners.
  • Capability to perform under pressure and maintain discretion in a multicultural environment.
