POSITION: Finance and Administration Manager
Job Description
A Finance and Admin Manager will be a temporary position within the OSG team who oversees the management of OSI resources in Ghana, is responsible for budget planning, and assists the country management team in making the best program decisions for the Organization chapter in Ghana by providing insights and financial advice.
This temporary managerial function also entails ensuring that the Organization’s policies and processes conform with regulatory and ethical requirements in the country, as well as that all financial day-to-day activities are administered and adhered to. This job reports to the OSG Country Manager and has a dotted-line relationship with the Regional Director and Regional Finance Director.
Responsibilities and key areas of work
Financial Administration
- Prepare financial accounts, reports, and project/program predictions in accordance with the annual budget.
- Day-to-day financial transactions must be prepared, managed, and delegated in compliance with OSI processes and rules.
- All financial transactions must be recorded and documented on a daily basis within the OSI monthly financial cycle.
- Providing financial reporting and evaluating financial information to management while advising next steps.
- Ensure that the organization’s financial records and recordkeeping systems comply with applicable standards and laws.
- Providing advice on investment activities and strategy for the organization.
- Maintaining the organization’s financial health and day-to-day finances
- Ensure that the risk management plan is implemented, that support documentation is in place, and that all policies and procedures are followed.
- Conduct assessments and analyses to identify cost-cutting options.
- Oversee the operations of the finance department, establish goals and objectives, and create a framework to achieve them.
- Create an audit and internal control plan.
- As needed, take the lead in the organizational budgeting cycle.
- Lead the OSG finance, procurement, and operations manual implementation, maintenance, and changes.
Roles in procurement
- Develop and manage cost-competitive blanket purchase agreements with large vendors to obtain the best value for the largest budget costs.
- Develop and maintain micro buy thresholds, as well as guarantee that significant procurements are competitively bid, bought at the best value, documented to control risk, and delivered on time.
- Conduct regular training for local and HQ workers (who come for missions at this stage as the two systems merge) based on existing procurement guidelines and findings from Ghana’s procurement environment.
- Create and implement an annual purchase strategy that encourages advance planning and supports the financial management system.
Compliance, risk management, and operations
- Create and maintain an OSG operations plan, which includes office access and IT support.
- Manage inventory and create procedures for reporting and addressing item loss.
- Create and administer the OSG security and safety plan.
- Obtain and keep enough insurance to protect assets, protect operations, and limit potential liabilities.
- Collaborate with the program manager and project employees to identify and anticipate needs and obstacles.
- Ensure that all donor and head office requirements for risk management and compliance in key work areas are communicated to all staff, including training and performance documentation.
Qualifications and Experience Desired
- 2 to 4 years of proven experience as a Financial Manager
- Experience in the financial sector, including past employment as a financial analyst
- Extensive knowledge of financial trends within the organization as well as general market tendencies
- Proficient with financial applications
- Excellent interpersonal, communication, and presenting abilities
- Capable of managing, guiding, and leading personnel to ensure proper financial practices are followed
- A firm grasp of financial statistics and accounting principles
- Knowledge of all statutory legislation and regulations is required.
- Bachelor’s or Master’s degree in Finance, Accounting, or Economics
