POSITION: Country Director

BRAC International (BI) is looking for qualified, dynamic, and self-motivated individuals to fill the following positions:

POSITION: BRAC Ghana Country Director

The incumbent will be the chief representative of BRAC International in Ghana. He or she would lead and oversee all BI programs and staff in Ghana. This will involve responsibility for the preparation and implementation of the country’s Annual Strategic Plan (ASP).

The Country Director will represent BRAC International in the country on various platforms, ensuring that the organization’s profile and reputation with stakeholders are strong and reflect organizational values, vision, and mission. S/he is expected to collaborate closely with BRAC International program anchors and other unit heads stationed in regional and head offices and affiliate offices in the United Kingdom and the United States, as well as fundraiser representatives in the Netherlands.

Principal Responsibilities:

BRAC Ghana’s Leadership and Management

  • Provide strong and inclusive leadership across all BRAC Ghana functions.
  • A strong emphasis on leadership and people management, to ensure that the most capable and qualified staff members are in place to implement office strategy and operational goals.
  • Oversee the creation and implementation of a high-quality country strategic plan that is appropriate for the local context and organizational priorities.
  • Lead and manage the team in a way that promotes a high-performance culture, open and trusting relationships, and honesty.
  • Foster a culture of learning and development, employee engagement, and effective human capital stewardship in the country.
  • Chairperson of the Country Management Team (CMT).
  • Maintain, promote, follow, and apply BRAC’s Core Values and Mission in Ghana.

Financial Management, Budgeting and Operational Compliance

  • Ensure that the local administrative, financial, human resources, logistics, procurement, and information technology functions under both global BI standards and applicable local legislation.
  • Ensure the national office’s financial management is transparent and accurate, and collaborate with the finance team to ensure monthly reporting and financial management of all funding.
  • Ensure that all activities and operations are per Ghanaian laws and statutory requirements.
  • Ensure the security of the country program’s people and assets by having Security Management Plans and SOPs in place, as well as regular security updates, and orient teams and visitors to the Ghana country program as needed.
  • Participate in the yearly statutory audit and other donor compliance project audits for the national Program with the country Head of Finance.
  • Ensure that inventory is checked on a regular basis and that assets are managed in accordance with appropriate policies.

Program Development and Administration

  • Working with the BI regional and global teams, ensuring that the BRAC Ghana team has the necessary resources, tools, and support to implement high-quality projects and programs as financing becomes available.
  • Oversee the program portfolio and verify that new programs satisfy contractual requirements
  • Lead, guide, and supervise program managers in project planning, implementation, monitoring, and evaluation to ensure successful and efficient project delivery.
  • Ensure that suitable systems for program procurements, project asset management and maintenance, regular inventories, and related activities are in place and being followed.
  • Ensure that health and safety are integrated into all projects and programs, as well as risk management techniques are in place to protect workers, participants, and partners.
  • Assist the team in implementing project tasks, convene regular project team meetings to monitor progress, identify and resolve obstacles, and course-correct as needed.
  • Ensure project compliance and quality to ensure projects are executed on schedule and budget, and that project tracking tools are used to identify and manage risk.
  • Visit supported projects to promote, advise, create partnerships, evaluate, and inspect them. As a result, follow up with the Program managers on the audit results, risk register, and monitoring report.
  • Drive, build, and ensure adaptation, integration, and learning in critical areas such as safeguarding, gender equity, and diversity, a monitoring and evaluation framework, and a risk management register that is in place and continuously updated.

Budgeting, financial management, and operational compliance

  • Increase the financial sustainability of programs and operations by focusing on effective and efficient resource development, exceptional healthy financial ratios, and effective budget management.
  • Ensure solid financial compliance by ensuring that financial reports are timely and complete.
  • Ensure excellent operational compliance by ensuring that program reports are timely and thorough.
  • Oversee the income and finances of all BRAC Ghana projects and provide regular, transparent, and accurate reports to ensure that funds are utilized in accordance with donor and organizational budgets.
  • Lead and manage the grants acquisition and management effort in the country, ensuring the portfolio’s long-term health and attainment of annual targets.

Resource Creation and Management

  • Create, implement, and assess a resource mobilization and fundraising strategy tailored to your country.
  • Lead the country’s fundraising activities and ensure focused fundraising from institutional, private, and corporate sources.
  • Identify fundraising opportunities and assist in the creation of quality proposals to increase and diversify the country’s resource base in collaboration with global and regional resource mobilization teams.
  • Ensure BI’s strong external involvement and visibility to help promote its activities to major donors and attract higher levels of ministry resources from a diversified range of donors.

Responsibilities for Safety:

  • Implement the safeguarding policy to create a safeguarding culture at all levels of the program.
  • Assist in the establishment of a safe working environment by acting as a vital source of support, direction, and experience in safeguarding.
  • Responsible for ensuring that team members are properly trained, supported, and have access to resources for issues that are identified and addressed under the safeguarding policy and procedure.
  • If a reportable incident occurs, follow the safeguarding reporting procedure and encourage others to do the same.

Educational Prerequisites:

  • A master’s degree in social sciences, development management, economics/public policy, or a related discipline is required.

Skills and competencies required:

  • 15+ years of demonstrated strategic program management and development experience in underdeveloped countries, particularly in Ghana or West Africa
  • Experience as a Country Director/equivalent post or Deputy Country Director/equivalent role in INGOs is preferred.
  • At least 7–10 years of experience operating a country office in a national or international INGO in a diverse cultural and socioeconomic setting is required.
  • Knowledge and involvement in social protection programming and policy advocacy is pluses.
  • Experience in strategic planning, program development, and management of complex, multi-stakeholder initiatives is required.
  • Direct project appraisal, assessment, monitoring, and evaluation methodology experience
  • Experience developing networks with governments, business and public sector enterprises, and development agencies is required.
  • Demonstrate previous expertise in developing fundraising bids for a variety of funders.
    Capable of thinking creatively, conceptualizing new ideas, digesting and analyzing complex material, and presenting a clear work plan or implementation plan.
  • Ability to work in a multicultural context.
  • Have strong moral and ethical standards.
  • Excellent facilitation and writing abilities
  • Excellent interpersonal communication and representational abilities
  • Willingness to frequently visit the project site as needed
