ROLE: Engineer: Signalling Technology Operations
Job Purpose
The Signaling Technology Operation Engineer will be part of a highly trained group of technical experts in charge of the technical administration of the Bayobab connection infrastructure, specifically the signaling and roaming configuration. Per the company’s overall business objectives, he will organize, coordinate, and supervise signaling, peering, and international roaming technical activities (configuration, testing, and support).
Key Performance Areas (KPAs): The position’s core, key tasks, and outcomes.
- Manage and support signaling peering (Diameter, SS7) and security (Signaling Firewall) with MTN Opcos and SCCP carriers, as well as the Roaming Hub.
- Management of International Roaming (Technical Coordination).
- Ensure timely departmental and special project implementation in collaboration with stakeholders (e.g., planned expansions, upgrades, migrations, swaps, and new services).
- Manage signaling and roaming performance as well as quality monitoring in accordance with MTN Group standards (general service KPIs, capacity monitoring KPIs, and operational KPIs).
- Ensure customer satisfaction through effective assistance (requests, complaints, incidents, difficulties, and change management) and prompt resolution of all escalated operational issues.
- Maintain service availability by keeping the roaming and signaling databases up-to-date and consistent in order to avoid service disruption.
- Prevent and rectify any potential income leakage discovered in the roaming and interconnect zones.
- Implementing the Group BCM Redundancy Solution for important lines and nodes to improve business continuity.
- Create Policies, Processes, and Procedures: Analyze current procedures and suggest new ones to improve quality and productivity. Create and manage efficient processes for interacting with the Customer Care, Marketing, Sales, and Finance departments.
- Manage risk by removing internal and external audit results.
- Contribute to the development and execution of departmental CAPEX/OPEX budgets.
- Produce the Department’s periodic reports on time
Role Deliverables
- Ensure that the service KPIs and KQIs are on track.
- Ascertain that the support service level meets the SLA contract or target.
- Support all signaling and roaming troubleshooting within the defined MTTR.
- Provide a solution design based on a business request for the installation of a new service.
- Optimization of the signaling network and protection against illicit and fraudulent traffic.
- Peering with partners and roaming coverage expansion

Job Qualifications (Education, Experience, and Competencies)
Education:
- A four-year bachelor’s degree in an equivalent specialty is required. An MSc or MBA is preferred.
English Proficiency:
- A minimum of five (5) years of experience in a GSM setting
Competencies:
- Core Network System Architecture for GSM, GPRS/UMTS/CDMA
- SSS Tasks for Standard Operation and Maintenance
- Protocols for sending signals
- The fundamentals of networking and the TCP/IP protocol stack
- Principles of programming and database administration
- Principles of roaming management
- Understanding of traffic analysis
- Project management (using Microsoft Project)
- Manager with a track record of 5+ years in the telecom business.

- Understanding, interpretation, and application of relevant sections of applicable laws, rules, regulations, ordinances, and policies.
