POSITION: Developer
Responsibilities
- Make a system for detecting oil spills and ships with a way to see what’s going on and send reports for the seas and coasts of North and West Africa.
- Do things that involve the end users, such as training and making audiovisual materials to sell the service.
- At a Workshop, explain how the system works to people who make policies and decisions.
Criteria for eligibility
Only private companies that are listed in a country that is a member of the African Union will be able to apply. The company has to meet these requirements:
- Is not subject to a temporary suspension or debarment by the African Union Commission and is not controlled by any organization or person that is.
- Hasn’t been found guilty by a final court ruling or official decision, and hasn’t been fined money.
- Is not going bankrupt, being shut down, or stopping doing business
- Has not been found guilty of fraud, corruption, participation in a criminal organization, or any other illegal act that hurts the financial interests of the African Union Commission.
Scope of Work
The company will be in charge of making a web-based service that uses free and open-source tools to track oil spills and find ships. Earth observation material should be easy to get to and use on the platform. The most important functions are:
Oil Spill Monitoring and Vessel Detection:
- Data from Sentinel-1 can be automatically downloaded, preprocessed, and found.
- Oil spill spread model simulation.
- Organizing spill data (vector files) and information and putting them on the geoportal.
- Data queries based on times and places (access query/filter tool).
- Users can receive data that has been processed.
Visualisation and Display of Output Products:
- An easy-to-use style with features like map navigation, layer management, base map selection, metadata access, English and French support, and options for sharing.
- Help for users.
Oil Spill and Vessel Tracking Dashboard and Analytics:
- Tools for analysis and graphing (time-series analysis, multiple plots, area data, reports tab, and navigation menu).
- Analyzing data (site usage statistics, details about users).
- Dashboard with information about spills (number, size, position), spills that are happening right now, and oil spill alerts.
Backend Administration:
- Making a backend administration page to make it easy to make changes and handle the site.
User and Administration Manual:
- A detailed paper that shows how to use the system step-by-step and includes pictures for reference.
End-User Activities:
- Making training materials, materials for getting the word out, videos, and online training materials.
Final Report:
- A full report on how the system was built, tested, and put into use when the contract was finished successfully.
