Job title: Monitoring, Evaluation, and Learning (MEL) Manager, LRI

OTI’s Littorals Regional Initiative (LRI) program can help local counterparts in certain West African coastal states deal with the increasing pressures of VEOs by addressing instability factors like localized conflict, ethnoreligious marginalization, a lack of understanding of the VEO threat, local grievances against governance structures, and weak social cohesion.

As the leader of the Monitoring, Evaluation, and Learning (MEL) team, the MEL Manager will be in charge of collecting and analyzing qualitative data, as well as making sure that MEL is used throughout the activity cycle and at the program level.

He or she should be able to communicate well, lead a diverse team in three countries from a distance, and make a good evaluation and learning tools. The MEL Manager must have excellent written and spoken English and French communication skills, be very motivated and be able to quickly come up with relevant analyses.

The Deputy Chief of Party – Programs in Accra, Ghana, is in charge of this job. The MEL Manager will make sure that the MEL Officers and MEL Assistants in Ghana, Togo, and Benin are doing their jobs right.

Responsibilities

  • Manage and keep an eye on the program’s overall monitoring, evaluating, and learning;
  • Lead and manage evaluation at the program level;
  • Lead a diverse group of MEL professionals from three different countries in a way that keeps them motivated, builds their skills, and keeps them accountable and working.

Keeping track of activity levels

  • Help and advise coworkers with monitoring and evaluating efforts at the activity level, making sure quality and consistency across offices;
  • During the activity development phase, look over the activity’s Theory of Change and MEL plan and make any necessary changes;
  • During the activity implementation phase, coordinate and plan field visits by MEL staff with Program, Grants, and Field Monitor staff;
  • Review the weekly activity notes, especially the outcome notes, and put them in the OTI database with the right tags;
  • Review and make changes to the Final Evaluation Reports (FERs) that MEL officers and assistants have written about activities. Think deeply about what you’ve learned. Ask hard questions. Tell the Senior Management Team about any interesting things you find;
  • Help with the development, selection, and use of MEL processes and tools from a technical point of view;
  • As security allows, visit project sites on a regular basis to collect data and/or keep an eye on the data collection process.

Learning at the program level

  • Help find, analyze, and summarize lessons learned from running the program, and make it easy to add these lessons to the activity development cycle;
  • Help design, implement, and keep updating a MEL system that follows USAID’s rules and meets the program’s needs for learning, analysis, and reporting;
  • Oversee and give advice on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality;
  • If needed, give input and expert advice on the purchase of outside MEL services;
  • Contribute to program deliverables, such as semi-annual reports, monthly program reports, and success stories;
  • Start regular informal and formal opportunities for reflection to keep learning and changing.

Building people’s skills and giving them a voice

  • When needed, train other staff members and local partners on key MEL ideas, tools, and processes, such as Outcome Harvesting;
  • Present MEL’s findings to the Senior Management Team, USAID/OTI, other U.S.
  • Government representatives, other donors, and the host country’s government.
  • Help LRI find, share, and spread its good practices and lessons learned through knowledge management, networking, conferences, and print and online publications.

Qualifications

  • Bachelor’s Degree in relevant field
  • Must have at least 6 years of work experience in general and 4+ years of experience related to the position. Experience in monitoring, evaluating, and learning, social science research, political analysis, or a related field is helpful.
  • Must have been a direct supervisor for at least 3 years.
  • Shown they know how to do qualitative research;
  • Strong analytical and writing skills; experience working in a fast-paced environment with many different kinds of people;
  • Experience working on projects that are paid for by donors;
  • You must be able to speak and write English and French well;
  • Legally living in the country of assignment and able to work there (Ghana or Togo). Since this is a local job, no allowances for moving or living abroad will be given.
  • Interviews, surveys, and focus groups. Experience with the Outcome Harvesting process is strongly preferred.
  • Work experience in West Africa, especially in these countries: Benin, Togo, and Ghana;
  • Software like Microsoft Word and Excel must be used well, and statistical software should be known.
