POSITION: Logistics Support Officer

The USAID GHSC-PSM Project is the main way that USAID helps the Ministry of Health and the Ghana Health Service with their supply chain so that they can 1) get and distribute health goods, 2) make Ghana’s supply chain management better, and 3) work with important groups to support global health initiatives. Chemonics International manages the GF/MOH Logistics Support Project in conjunction with the Global Fund.

The Logistics Support Officer for the Logistics Management Unit (LMU) will be primarily responsible for providing technical help to the SSDM on general supply chain interventions. Supporting PSM coordination efforts at the central and regional levels, tracking shipment status to ensure timely clearance, analyzing logistics data and reports from the Ghana Integrated Logistics Management Information System (GhiLMIS), and providing key suggestions and recommendations for overall supply chain system improvement within the Ghana Health Service are among these.

The incumbent will collaborate closely with the national quantification team and other stakeholders to conduct, document, and update product quantifications on a regular basis. He or she will provide technical help to the team, ensuring the national quantification team’s capacity is enhanced. He or she will monitor and report on the national stock situation of health commodities on a regular basis.

Principal Responsibilities and Duties (Essential Functions)

  • Provide technical assistance to the Ghana Health Service’s Logistics Management Unit (LMU) in order to support its operation and sustainability.
  • Coordinate with Regional Health Directorates (RHDs) and Teaching Hospitals (THs) on order preparation and scheduled delivery to RMSs and THs.
  • Monitor order submission timeliness and correctness through GhiLMIS and offer comments to Regional Medical Stores (RMS) and Teaching Hospitals (TH) for improvement.
  • Ensure that GhiLMIS generates the necessary information, such as inventory and stock status reports, to support supply chain management decisions at all levels.
  • Assist in setting up regular PSM meetings with program logistics managers (NACP, NMCP, NTP, FHD, EPI, etc.) to go over regional stock reports and figure out how to get rid of bottlenecks.
  • Create and distribute detailed stock status reports.
  • Assist the Regional Supply Chain Coordinating Committees and Regional Supply Chain Technical Working Group (TWG) in carrying out their functions.
  • Coordinate and participate in national quantification exercises in accordance with national quantification guidelines, and interact with key stakeholders to supply required data for public health commodity quantification.
  • Use appropriate technologies to prepare, monitor, and update the procurement pipeline on a quarterly basis.
  • Conduct regular field monitoring and logistics support visits to facilities (where possible in collaboration with GHSC-PSM and GFLSP personnel) to assess health commodity management.
  • Follow the Director’s, SSDM’s, and/or designated representative’s instructions regarding any additional function(s) in the area of improving health supply chain systems.

Qualifications and Experience Required

To be successful in this position, a worker must be able to satisfactorily fulfill each important duty and obligation. The qualifications mentioned below represent the knowledge, skills, and/or abilities required to execute the primary duties.

  • A bachelor’s degree is necessary in health systems, public policy, supply chain management, or a related discipline; an advanced degree is preferred.
  • 5 years of professional knowledge and/or technical experience in any of the following areas: supply chain management, warehousing and network optimization, distribution planning and route optimization, outsourcing, transportation, and logistics management information systems.
  • Recognizes Ghana’s Public Health Value Chain
  • Excellent data analysis capabilities, including advanced use of Microsoft Excel, as well as reporting and presentation abilities
  • Excellent interpersonal and communication skills, as well as diplomacy and the ability to speak effectively and conduct meetings in a cross-cultural environment.
  • Knowledge of relevant quantification and supply planning technologies for health commodities (e.g., QAT, PipeLine, Quantimed, etc.).
  • Capacity-building experience in quantification procedures, tools, and methodology.
  • Prior experience includes developing, managing, monitoring, and reporting on supply status, plans, and budgets.
  • Previous work on a USAID or donor-funded project is preferred.
  • Demonstrated ability to create effective relationships with cooperating partners and stakeholders, particularly government colleagues at the national and regional levels.
  • Exhibited leadership, adaptability, and integrity.
  • English fluency is essential.
