CARE International in Ghana: In 1994, CARE began activities in Ghana. Since then, the Accra office has grown to assist initiatives in Togo and Benin through the CARE Gulf of Guinea country mission. Also, CARE replaced the three-country mission in July 2010 with country offices in Ghana and Benin, the latter of which now oversees a small number of programs in Togo.

CARE Ghana’s projects are primarily carried out in collaboration with local and civil society organizations. This allows CARE to expand its engagement with the government and the commercial sector, collaborate more effectively, and have the largest possible impact. Job Description

The Fleet Manager will be in charge of planning and ensuring that all CARE vehicles, motorbikes, and machinery are properly insured and inspected on an annual basis. S/he will be responsible for analyzing and reporting incidents to vendor insurance carriers in a timely manner, as well as submitting incident reports on a regular basis.

S/he will ensure that all formalities from donors and the Driver and Vehicle Licensing Authority (DVLA) are met in order to obtain new number plates for vehicles and motorcycles.

The Fleet Manager will report to the Assistant Country Director/Program Support directly.

MAIN RESPONSIBILITIES

Transportation Services

  • Ensure weekly transportation planning across all HO units (including transport services inside Accra and field trips to CARE operational regions outside of Accra).
  • When the internal fleet is unable to meet demand, route requests to the procurement team and keep track of services rendered.
  • Manage driver assignments within and outside of Accra in compliance with CARE’s transportation policy, guaranteeing traveler safety.
  • Work with the Project Manager/designate to ensure that teams are coordinating field excursions to maximize resource use.

Vehicle Servicing

  • Plan and carry out vehicle preventive maintenance, and ensure that all vehicles, motorbikes, and big machinery are serviced on time.
  • Determines repair and maintenance requirements and oversees progress with selected contractors to guarantee technical quality and timely service delivery.
  • Follow up with the procurement and finance units to ensure that procurement requests are raised and settlements are made in accordance with the actual work accomplished.
  • Check and check the correctness of car repairs performed by garages with the procurement unit.

Inspection and insurance

  • Plan for, and provide timely insurance coverage for, all CARE vehicles, motorcycles, and machinery.
  • Assess and report accidents to insurance companies in a timely manner, and submit incident reports on a regular basis.
  • Follows up to ensure that all formalities from donors and the Driver and Vehicle Licensing Authority are satisfied in order to acquire new plates for vehicles and motorcycles.
  • Management and supervision of employees
  • Develop and maintain a transportation staffing strategy to ensure that new hiring and/or replacements are completed on schedule and that new bids appropriately budget for drivers and related transportation requirements.
  • Assist with driver recruitment.
  • Coordination and consolidation of the unit’s annual vacation plans to ensure that day-to-day activities are not disturbed due to insufficient vacation use.
  • Assist the Assistant Country Director/Program Support in creating an annual work plan and cascading it down to individual work plans.

Required Qualifications or Experience

Knowledge

  • Basic computer skills and familiarity with vehicle management programs and other outsourced fleet management systems are required.

Experience

  • A minimum of five years of experience managing a fleet is required.

Skills

  • Off-road driving ability must be demonstrated.
  • Coordination and planning abilities must be demonstrated.
  • Excellent written and spoken English skills.
  • Analytical and problem-solving abilities are required.

Education

A degree in auto mechanics, mechanical engineering, or transportation management is required.
