POSITION: HIV Case Officer

Mothers2Mothers (m2m) is an African Primary Health Care organization that hires HIV-positive women as community health workers in ten African countries. These “Mentor Mothers” provide integrated health services in clinics and communities, ensuring that everyone, everywhere, has access to the services they require to stay healthy and in care. Over the next five years, this proven, peer-led strategy will be expanded to focus on eradicating HIV while also addressing new health concerns and reaching more people – all to create a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritizes healthcare for families in most need, given by women who know them best.

Since its inception in 2001, m2m has employed approximately 12,000 HIV-positive women in Sub-Saharan Africa, and they have collectively provided crucial health services and education to over 15 million people. In 2021, m2m reached over 1.6 million people in ten African countries, including 402,616 adolescents (aged 10 to 19), a 51% increase over the year before. m2m also made progress toward the Global Goals of ending HIV/AIDS by 2030 by virtually eliminating mother-to-child HIV transmission among its enrolled clients for the eighth consecutive year and meeting all the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. Job Description.

Mothers2Mothers is looking for a skilled Pediatric HIV Case Officer to help m2m Ghana administer its Pediatric HIV Care and Support Program. The HIV Case Officer coordinates comprehensive care for adolescents and children in treatment, ensuring that they have timely access to appropriate healthcare services. Working with the Program Director, the Pediatric HIV Case Officer will contribute to the design and implementation of technical strategies and interventions, such as pediatric HIV case identification, linkage, treatment care and support, retention, and management.

The incumbent will play an important role in strengthening health systems and improving the effectiveness of the Mentor Mother Model.
The HIV Case Officer reports directly to the Program Director and will be responsible for the direct line supervision of the Site Coordinators and teams supporting pediatric interventions.

Key Performance Areas:

Leadership & Management

  • Provide technical leadership and support to the Country Lead and the m2m in-country team during the paediatric program implementation process.
  • Lead the examination of technical documents, training materials, and policy briefs to ensure compliance with both national and international pediatric HIV guidelines.
  • Ensure that the project’s objectives are in line with those of the donor, the department, and the organization.
  • Use the provided template to send needed reports to the Country Lead on time.
  • Timely elevate program issues/concerns about implementation and operation, proposing remedies and next measures.
  • Collaborate with the Country Lead to explore new programmatic ideas and innovations that are consistent with the country’s defined strategic goals and objectives.
  • Lead the design and implementation of pediatric case discovery techniques, procedures, tools, and virtual/hybrid platforms for Mentor Mothers’ capacity building.
  • In close coordination with the Site Teams and Mentor Mothers, provide strategic direction and oversight for the project’s technical and programmatic quality assurance.
  • Collaborate with the Finance and Administrative Officers to guarantee budget creation and usage following the work plan.
  • Monitor program expenditures and liquidations, as well as coordinate payments with Finance.

Stakeholder Relationships and Engagement

  • Liaise with Ghana’s Ministry of Health, partners, and donors about the areas under their management.
  • Participate in technical working groups to help revise national policies, guidelines, materials, training, documentation, and tools, as well as implement them at the national level.
  • Maintain close working relationships with partner organizations to guarantee coordinated activities across all sites for efficient and successful service delivery.
  • Represent m2m at the regional and national levels, collaborating with the Country Lead as needed.

Programme Delivery

  • Monitor the Maternal, Neonatal, Pediatric, and Adolescent Programme activities at implementation locations.
  • Manage all field operations for the Pediatric program and actively monitor activities such as pediatric HIV care and treatment, child protection, case management techniques, and health system strengthening.
  • Collaborate with the Strategic Information Officer to initiate site service quality evaluations and other program quality improvement activities to ensure high-quality pediatric service delivery.
  • In consultation with site leadership and Mentor Mothers, develop an individualized care plan to meet the unique health needs of each beneficiary child.
  • Assess pediatric clients’ healthcare requirements through extensive examinations and conversations with their caregivers and family. Monitoring progress and adjusting plans as needed.
  • Coordinate the implementation of care plans by assisting Mentor Mothers in following up on appointments, treatment plans, and any other interventions required to ensure the child receives comprehensive care.
  • Encourage communication among the child’s family, caregivers, and other relevant parties to ensure a consistent approach to the child’s health and well-being.
  • Monitor the child’s health and development, changing care plans as needed to accommodate changes or emergent requirements in coordination with site teams (ART, ANC, and CWC).
  • Mentor Mothers will be trained to provide psychosocial support and counselling to children and adolescents under treatment, as well as their families, to assist them in navigating the healthcare system.
  • Collaborate with Site Coordinators to provide supportive monitoring and debriefing sessions for Mentor Mothers.
  • Organize and organize training sessions for pediatric caregivers on how to handle their child’s specific health issues or therapies.

Administration & Compliance

  • Ensure consistency with national child protection rules and guidelines.
  • Ensure that proper programme implementation controls, processes, and procedures are in place to encourage compliance and good stewardship of human and financial resources.
  • Ensure that the project meets the donor’s expectations.
  • Monitor and report on any safety and security incidents involving site personnel.
  • Provide ad hoc help as needed.

Qualification and Experience

  • Bachelor’s degree in public health, nursing science, or a similar profession. A master’s degree in these or comparable subjects is very advantageous.
  • A minimum of 7 years of experience in the field of public health, including at least 3 years of senior-level training and program administration.
  • Experience in mentoring site staff.
  • Experience with pediatric HIV care and treatment, child safety, family assistance, case management, and strengthening the health system.
  • Experience in off-site and on-site staff training, supportive supervision, and program quality assurance.
  • Experience managing or coordinating pediatric HIV/TB programs at the regional or national level.
  • Monitoring the program and utilizing data to make decisions
