POSITION: HIV Case Officer

mothers2mothers is looking for a skilled HIV case officer to help m2m Ghana run its Pediatric HIV Care and Support Program. The HIV Case Officer coordinates comprehensive care for adolescents and children in treatment, ensuring that they have timely access to appropriate healthcare services.

Working with the Program Director, the HIV Case Officer will contribute to the development and execution of technical strategies and interventions such as pediatric HIV case identification, linkage, treatment care and support, retention, and management. The incumbent will play an important role in strengthening health systems and improving the effectiveness of the Mentor Mother Model.

The HIV Case Officer reports directly to the Program Director and is in charge of managing the Site Coordinators and teams that will support pediatric interventions. The position is based in Accra.

Key Performance Areas:

Leadership & Management

  • Technical leadership and support for the Country Lead and the m2m in-country team during the paediatric program implementation phase.
  • Technical documents, training materials, and policy briefs will be reviewed to ensure compliance with national and international pediatric HIV guidelines.
  • Project objectives are aligned with those of the donor, the department, and the organisation.
  • Use the provided template to submit the appropriate reports to the Country Lead.
  • Raising program issues/concerns about implementation and operation, proposing remedies and future steps.
  • Collaborate with the Country Lead to explore new program initiatives and innovation in line with the country’s defined strategic goals and objectives.
  • Develop and implement pediatric case finding strategies, processes, tools, and virtual/hybrid systems to build Mentor Mother capacity. Collaborate with Site Teams and
  • Mentor Mothers to ensure project quality assurance.
  • Collaborate with the Finance and Administrative Officer to ensure budget creation and usage in accordance with the work plan.
  • Finance is in charge of payments, as well as monitoring programme expenditures and liquidations.

Programme Delivery

  • The Maternal, Neonatal, Pediatric, and Adolescent Programme activities will be carried out at implementation sites.
  • All Pediatric program field operations and actively supervise activities such as pediatric HIV care and treatment, child protection, case management techniques, and health system building.
  • To ensure the delivery of high-quality pediatric services, work closely with the Strategic Information Officer to initiate site service quality evaluations and other program quality improvement procedures.
  • Each beneficiary child’s individual health needs are provided through a personalized care plan developed in conjunction with site leadership and Mentor Mothers.
  • Mentor Mothers help to ensure not only the medical well-being of the children in their care, but also their emotional and social health, contributing to a more comprehensive approach to pediatric healthcare.
  • Pediatric clients’ healthcare requirements are addressed through extensive examinations and conversations with their caregivers and families, as well as progress monitoring to change plans as needed.
  • The implementation of care plans by assisting Mentor Mothers in following up on appointments, treatment plans, and other necessary actions to ensure the child receives comprehensive care.
  • Communication among the child’s family, caregivers, and other relevant parties is essential to ensuring a coordinated approach to the child’s health and well-being.
  • In coordination with site teams (ART, ANC, and CWC), monitor the child’s health and development and update care plans as needed to accommodate changes or new needs.
  • Mentor Mothers provide psychosocial support and counselling to children and adolescents in treatment, as well as their families, assisting them in navigating the healthcare system.
  • Collaborate with Site Coordinators to provide Mentor Mothers with supportive supervision and de-briefing sessions. Additionally, lead training sessions for Pediatric caregivers on managing specific health issues or therapies for their children.

Stakeholder Relationships and Engagement

  • With Ghana’s Ministry of Health, partners, and donors regarding areas under their management.
  • Participate in technical working groups and contribute to the modification of national policies, guidelines, materials, training, documentation, and tools, as well as their national implementation.
  • Close collaboration with partner organisations to guarantee coordinated activities across all sites for efficient and successful service delivery.
  • m2m at the regional and national levels, working with the Country Lead as needed.

Administration & Compliance

  • Conformity with national child protection rules and recommendations.
  • Proper program implementation controls, processes, and procedures to encourage compliance and good stewardship of human and financial resources.
  • Alignment of the project with donor requirements.
  • And report any safety and security incidents involving site personnel.
  • Providing ad hoc support as needed.

Qualification and Experience

  • Level degree in public health, nursing science, or a related subject. A master’s degree in these or comparable subjects is very advantageous.
  • Requirements for the position include a minimum of 7 years of experience in public health, including 3 years of senior-level training and program administration, mentorship of site staff, and experience in the following areas. Experience in pediatric HIV care and treatment, child protection, family services, case management, and health system strengthening, including off-site and on-site staff training, supportive supervision, program quality assurance, HIV/TB program management or coordination at regional or national levels, and data monitoring and decision-making.

  • Skills in adult learning, training, and facilitation, as well as materials design.
  • Understanding of Early Childhood Development and the Nurturing Care Framework, both in English and local language.

  • Independence and creativity.
