POSITION: Fisheries Management Specialist
JOB SUMMARY
The Ghana Fisheries Recovery Activity (GFRA) aims to avert the collapse of Ghana’s small pelagic fisheries sector while also increasing supplemental livelihoods, resilience, and food security. This activity aims to improve supplemental livelihoods and resilience measures for fishing communities, particularly women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policymaking, regulation, and enforcement; improve science and research, including data for policy and management decisions; and empower key stakeholders to effect change.
The Fisheries Management Specialist must have a thorough awareness of Ghana’s fisheries management policies and procedures, as well as the ability to support fisheries co-management operations. The Fisheries Management Specialist is responsible for leading or supporting activities under GFRA Objectives 3 and 5, which include collaborating with government, civil society, and other activity implementing partners to strengthen constituencies and promote and implement sustainable fisheries’ management in Ghana.
Main Responsibilities and Tasks
- The Fisheries Management Specialist is responsible for ensuring that GFRA fisheries management actions are of high quality and timely. The role entails implementing critical fisheries management measures, including a restriction on new entrants, a limited fishing season, recharacterization of the canoe fleet, and gear audits.
- Lead fisheries management engagements at the local and regional levels in Greater Accra and the Volta Region.
- Support capacity building for fisheries co-management committees to ensure successful community resource management.
- Participate in yearly and quarterly work plans, project reports, and other GFRA contract deliverables.
- Prepare technical reports on fisheries and other pertinent subjects as asked for by the
- Policy and Enforcement Advisor and/or the COP.
- Support the monitoring, assessment, and learning of GFRA project performance and progress in fisheries management.
- As the Policy and Enforcement Advisor specifies, provide technical supervision to appropriate grantees and consultants.
- Supervise the Fisheries Officer as they carry out their assigned activities and responsibilities.
- Other tasks as assigned by the Policy and Enforcement Advisor, Chief of Party, and/or Deputy Chief of Party.
Required Skill or Experience
- University degree (Master’s or above) in fisheries science, aquatic science, ecosystem management, marine biology, coastal/marine resource management, or a related discipline.
- A minimum of seven (7) years of relevant professional experience.
- Demonstrated expertise with USAID and/or other donor-funded projects of comparable scale or complexity.
- Excellent organizational skills and the ability to work efficiently in a fast-paced, pressured setting.
- Good understanding of the present fisheries management difficulties at all levels, particularly in Ghana’s small-scale pelagic fisheries.
- Worked with important fishing groups in Ghana’s small-scale economy.
- Good understanding of how to apply fishery management measures in a variety of settings.
- Experience working with government agencies and civil society organizations (CSOs) in the fisheries sector.
- Professional written and spoken English fluency is necessary.
SKILLS
- Computer literacy is required (for Microsoft Office applications such as Excel, Word, and PowerPoint).
- Excellent interpersonal skills, such as patience, diplomacy, the ability to listen, and respect for coworkers.
- Ability to operate both independently and as part of a team. Must also be able to work well in a team setting.
LANGUAGES
Professional-level English, both written and spoken.
