Job Description

The Ghana AIDS Commission (GAC) wants to hire a consultant to come up with a plan and tools for keeping track of Human Rights interventions in Ghana.

TASKS

• In particular, the Consultant will: Meet with the GAC Team before starting the job to talk about the Terms of Reference (TOR).
• Communicate with the relevant GAC secretariat divisions and subject matter experts to get the technical information needed to build the frameworks and tools.
• Do a full review of all the existing policies, guidelines, and strategies in Ghana that deal with human rights and HIV/TB.
• Make a draft of a Human Rights Framework that explains how to track and deal with barriers to HIV and TB services that are related to human rights.
• Make tools and indicators for standardizing data collection and monitoring that track key aspects of human rights and how they affect access to HIV and TB services.
• Take part in a workshop with multiple stakeholders to get feedback and improve the draft framework and tools.
• Help the relevant stakeholders build their skills through workshops.
• Test the framework and tools at a few sites or organizations to get feedback and make changes based on what was learned.

Skills or Experience Needed

• A master’s degree in public health, social sciences, human rights, law, or development management is the minimum requirement.
• At least 5 years of experience after getting their degree in HIV and TB program monitoring and evaluation, health policy analysis, health management, institutional development or assessment, and human rights issues.
• In-depth knowledge of HIV and TB, including how they spread, how to prevent them, how to treat them, and how to care for them.
• Know about the laws and policies in Ghana that affect HIV, TB, and human rights.
• Know the best ways to provide HIV prevention services to the general public and key populations, as well as national and international policies and best practices.
• Strong analytical and problem-solving skills to find barriers to human rights and make strategies and tools to deal with them.
• To make reports, guidelines, and training materials, you need to have good writing and communication skills.
• Know how to use monitoring and evaluation methods to figure out how interventions affect human rights and health.
• Strong project management skills so that activities can be planned, coordinated, and carried out on time and within budget.
• Experience coordinating and leading workshops, consultations, and validation meetings with a lot of different people.
