Job Description
The Water, Sanitation, and Hygiene Finance (WASH-FIN) 2 project in Ghana, which is funded by USAID and run by Tetra Tech International Development (www.tetratech.com/intdev), is looking for a Governance Specialist. This job will be based in Accra, where the main office is.
Position Description
The Governance Specialist is in charge of running the governance work for WASH-FIN 2 Ghana. The Governance Specialist will be in charge of meetings with national and local governments to keep a dialogue going about sector problems and move the governance agenda forward. The Specialist will lead and manage the implementation of activities meant to improve the environment for water and sanitation service providers and make more room by getting rid of problems in the sector.
Under the direction of the WASH-FIN 2 Governance Lead Advisor and the Global Governance Specialist, the Governance Specialist will manage the creation of policies and frameworks that aim to improve governance in the sector and will also help WSS providers build their own skills. The full-time Governance Specialist job is expected to last until March 2027.
Responsibilities:
- Lead the WASH FIN 2 program’s interactions with national and sub-national departments that are in charge of the water and sanitation sector, as well as other organizations in the sector, to solve problems with governance.
- Support the enabling environment assessment (EEA) and improving work, which includes putting together an EEA.
- Help choose a group of sanitation service providers whose technical and management skills will be improved by WASH-FIN 2.
- Lead WASH-FIN 2’s work with Think Tanks and civil society organizations to do things to make the WASH sector in Ghana more accountable and give customers a say.
- Work with the Global WASH-FIN Governance Specialist to make sure that key studies are carried out as planned.
- Do things to improve the voice of consumers in small towns, which will be helped by WASH-FIN 2 under objectives 2 and 3 of the WASH-FIN 2 project.
- Work with the Global Knowledge Management Lead and the Global Governance Specialist to use the WASH-FIN 2 activity to create material and learn more about governance.
- Coordinate preparations and set up workshops and meetings for key stakeholder groups in the sector to learn and talk with each other.
Skills or Experience Needed
- Degree from a college or university in Political Science, Public Policy/Administration, Finance, Urban Planning, or a similar field. A master’s degree is highly preferred.
- You need to have worked for at least eight (8) years.
- At least five years of experience working in a fast-paced environment on national policy and/or regulation, ideally in the water and sanitation sector but also in other civil infrastructure sectors like energy or transportation, with at least one year in water and sanitation.
- It is important to have a good understanding of the legal and institutional framework of Ghana’s water and sanitation system, as well as recent changes to the law.
- You must have a very good grasp of the English language.
- You must have proven study and technical writing skills.
- Knowledge of how to run projects backed by USAID or other donors is a big plus.
