Job Title: Project Communications Officer

Job Description

BACKGROUND OF THE PROJECT

Tetra Tech ARD is running the Feed the Future Ghana Fisheries Recovery Activity, which is paid for by USAID (GFRA). The goal of GFRA is to stop Ghana’s small pelagic fisheries sector from almost going out of business and set up a solid foundation for its ecological recovery.

To reach this goal, a balanced and strategic plan will be put into place that reduces fishing overcapacity and increases controlled access over Ghana’s small pelagic fisheries sector. This will help the environment stay healthy while also improving the social and economic well-being of artisanal fisherfolk and their communities and making them more resilient. The five interconnected strategic approaches of the GFRA are:

  • Strategic Approach 1: Align fisheries capacity with the ecological carrying capacity of small pelagic fisheries while improving the social and economic well-being and resilience of artisanal fisherfolk.
  • Approach 2: Improve the quality and value of artisanal fish products to keep household incomes up and make it easier for local and regional markets to get healthy foods.
  • Strategy 3: Make governance practices for making, regulating, and enforcing fisheries policies more open, accountable, and collaborative.
  • Strategy 4: Build up the groups that support and carry out sustainable fisheries management.
  • Strategy 5: Make better use of science and research when making decisions about policy and management.

JOB SUMMARY

The Communication, Social and Behavior Change Communication Specialist is in charge of the Project Communications Officer. The Project Communications Officer’s job is to help the Communication, Social and Behavior Change Communication Specialist create and deliver project communication products on time.

MAIN OBLIGATIONS AND TASK

Information and Communication Products Project

  • Support the implementation of GFRA’s Communications and Outreach Strategy, which defines and gives strategic guidance and direction for all communications products and outreach activities.
  • Then, Coordinate the creation of high-quality written and audio-visual communication products about the GFRA project in collaboration with technical leads, administrative staff, GFRA partners, and service providers.
  • Make sure that the Feed the Future and USAID Branding and Marking Standards are followed when branding GFRA communication products.
  • Ask the GFRA technical team and partners for information that will be used to make the GFRA Weekly Updates for USAID.
  • Make weekly newsletters and send them out through the GFRA email contact list.
  • Track how program-branded communication materials are sent out.

Outreach, Events, and Relations with the Media

  • Plan and make sure that GFRA outreach events go off without a hitch. This includes making concept notes, function sheets, communication plans, plans for working with the media, documents for USAID participation and approval for events, and plans for working with stakeholders on traditional and social media in close coordination with the GFRA technical and administrative team and partners.
  • Help the GFRA technical team with trainings, workshops, and other activities that involve communication.
  • Support relationships with traditional media, participate in and help with efforts to involve the media, and keep an eye on what the media is saying.

  • Helps come up with and change plans for communications and outreach activities during quarterly and annual budgeting and work planning processes.
  • Join the GFRA Communications and Outreach Team’s weekly meetings and other regular program meetings. Contribute to the GFRA’s quarterly and annual reports.

Other tasks: 

To do this job, you will have to travel to GFRA sites in all four coastal regions. Based on what you’ve talked about with the Communications, Social, and Behavior Change Communication Specialist, do any other tasks that need to be done to make sure good communication about the project and its topic. Other jobs that the Chief of Party gives them.

  • Products include, among other things, GFRA newsletters and weekly updates.
  • Blog posts
  • Stories of what worked, fact sheets, and brochures
  • Other project communication materials, such as news stories, blog posts, presentations, brochures, posters, banners, photo stories, videos, and other relevant materials.

SUPERVISION:

The Communication, Social and Behavior Change Communication Specialist will be in charge of the Program Communications Officer. The Program Communications Officer will also work with GFRA technical staff. S/he will also work with Institutional Partners, Subcontractors, Implementing Partners, and Grantees to help them make communications products and improve their ability to do so.

The job is based in Accra, but the person will have to travel to GFRA sites all along the coast.

Skills or Experience Needed

  • Education: Bachelor’s degree in Development Communication, Public Relations, or Journalism.
  • EXPERIENCE: At least three years of work in a similar role. Work experience with USAID or other donor-funded projects and contractors, or in journalism, is preferred.
  • SKILLS: Good writing skills, basic graphic design skills, the ability to plan and meet deadlines, creativity, the ability to do more than one thing at once, the ability to work with little or no supervision, good soft skills, and the ability to do interviews and talk to people from different backgrounds. It would be nice to know how to use software for design and communication, photography, and video editing, but it is not required.
  • LANGUAGES: Very good at English.
