Job Title: Technical Buyer
Candidate Profile
- A good degree in engineering or building technology (preferably second class) plus 3-5 years of related job experience is required.
- Membership in a connected professional organization.
- A postgraduate degree would be advantageous.
- Must be truthful, trustworthy, hardworking, and computer literate.
- Must be willing to work outside of usual business hours.
- A valid driver’s license would be advantageous.
Activities
- HSEQ – Always be aware of the company’s safety needs in terms of position and conduct, including adhering to the 1 2 golden rule of safety. Report all near-miss incidents and utilize the STOP card if needed.
- Obtaining bids/quotes from reliable contractors/suppliers, reviewing bids/quotes, and negotiating the best commercial terms, purchasing discounts, payment terms, delivery periods, warranties, and so on.
- Approve purchase requisitions in Optima, verifying that the relevant material code, quantities, and unit prices are entered and that proposals/quotes from approved suppliers are attached.
- In AGORA, prepare the quarterly buying performance initiatives.
- Updating Supplier Master Data – Supplier List.
- Follow up on open purchase orders to ensure that materials and services are delivered on time.
- Provide the best possible end-user support.
- To ensure the company, ensure a minimum of 5 vendors on each supplier panel on the approved vendors’ List.
- Obtains goods/services at reasonable pricing.
- Ascertain proper supplier prequalification.
- Perform annual supplier visits and reviews as needed.
- Tenders are launched (through the ARIBA-E@SY, E-Tendering platform), analyzed, and award recommendations are presented to the Tender/Local Contracts Committee via the PM.
- Conduct quarterly safety inspections at one service station/project site.
- Monitor open tenders for technical Goods and Services to ensure suppliers/contractors respond on time.
- Prepare a tender presentation slide for the Purchasing Manager to evaluate before the tender committee meeting.
- During the Purchasing Assistant’s vacation, fill in for him.
Context and environment
- With only one main seaport, there is always the possibility of delays in the clearance of imported equipment and parts needed for TPGL operations.
- The number and capability of suppliers of packaging materials for locally blended lubricants are restricted.
- Difficulty determining the accuracy of information provided by suppliers/contracts.
