Job Summary
The Senior Organizational Development and Partnerships (ODP) Specialist oversees all partner capacity-building efforts, both state and non-state. S/he will help national sub-awardee partners strengthen their organizational, financial, and administrative procedures so that they are well-structured and self-sustaining. In the state partner area, the Senior ODP Specialist will provide mentoring support to Ministry of Education agencies to address specific capacity shortages in order to create and implement essential SAGES Activity activities.
The Senior Organizational Development and Partnerships (ODP) Specialist will report directly to the Senior Technical Advisor for the SAGES Activity and will be based in Tamale, Northern Region.
KEY RESPONSIBILITIES FOR THE ROLE
Lead the organizational growth of the CSO partners.
- Conduct organizational assessments of Partners to discover areas for improvement in the organization’s performance, culture, or structure.
- Create and administer training programs to improve Partners’ skills and expertise.
- Facilitate change management initiatives, such as communications and training.
- Develop and implement performance management programs to guarantee that partners satisfy performance criteria and objectives.
- Coach managers and staff on leadership and teamwork.
- Analyze data and generate reports to discover patterns and areas for improvement.
- Develop and implement performance management programs to guarantee that partners satisfy performance criteria and objectives.
- Promote a culture of continuous improvement inside the partner organization, and assist partners in adapting to market and industry changes.
Lead the organizational growth of government partners, including the Ministry of Education and target agency partners.
- Creating a culture of continual development inside the MoE agency.
- Support the MoE Agency in developing and implementing G2G workplans.
- Help the agencies with budgeting for annual work plans.
- Assist the agencies in identifying important performance indicators and measuring them on a quarterly and annual basis, as well as working on how to address obstacles.
- Provide TA to agencies so that they can coordinate operations based on their primary mandates.
Manage the interactions between CARE and sub-awardee partners.
- Conduct regular reviews of compliance with the conditions of the Partner Grant Agreements.
- Conduct ongoing due diligence on partners to ensure that standards are maintained during the duration of the SAGES Activity.
- Develop and administer training programs for partners to guarantee compliance with Partner Grant Agreements.
- Ensure the implementation of Standard Operating Procedures between CARE and sub-awardee partners.
Networking and partnership development
- Create and maintain effective close working partnerships with colleagues, implementing partners, relevant government counterparts, national stakeholders, donors, and academia through active networking, advocacy, and effective communication to increase capacity, exchange knowledge/expertise, and strengthen cooperation in order to achieve long-term and broad results in education accountability.
- Assist the CARE Team with developing communication and information materials for program advocacy to raise awareness, generate partnerships, and get buy-in.
- Participate and/or represent CARE in relevant implementation partner talks about education accountability and learning outcomes.
Functional excellence, ethical behaviour, team leadership, and other responsibilities
- Prepare and disseminate operational performance data and reports, and recommend/implement corrective actions to resolve gaps.
- Lead, mentor, and grow your team, cultivating a collaborative and high-performance culture.
- Promote awareness and compliance with all of CARE’s applicable policies and standards, including the safeguarding policy and safeguarding code of conduct, the policy on preventing and responding to fraud and corruption, etc., among staff and partners.
- Monitor and swiftly handle any ethical concerns or violations in accordance with established processes.
- Perform additional duties as assigned.
Required Skill or Experience
Knowledge
- Excellent understanding of Ghana and worldwide education policies.
- Experience with the Education Accountability Framework and knowledge of education strategy, implementation, and management.
- Excellent knowledge of gender equality and social inclusion.
- Knowledge of USAID/Ghana Country Development Cooperation Strategy (CDCS)
- Experience with ethical rules and standards in international development.
Experience
- Minimum of 5–7 years of relevant experience working in similar roles within an international organization, with a thorough understanding of the policies and operations of government and civil society organizations, as well as educational development policies.
- Demonstrated successful experience working with partners, as well as the ability to communicate effectively with internal and external stakeholders, both orally and in writing, based on an awareness of their interests and requirements, as well as knowledge of international development topics and concerns.
- Awareness of important donor rules and regulations (particularly the US Government)
- Highly organized, pays close attention to detail, and can successfully prioritize activities in a dynamic environment.
- Capable of developing broad program perspectives while focusing on project-specific details.
- A strong team player with a proactive mindset who can operate independently.
- Capable of working freely and thinking creatively.
- Willingness to regularly travel to field offices and partner sites
- Excellent writing and editing skills in English, as well as good computer skills.
Education
- A graduate degree in one of the following subjects is required: education, development studies, psychology, sociology, or another appropriate technical field.
