Position: Gender and Safeguarding Officer

Job Description.

Background of the Project

The Ghana Fisheries Recovery Activity (GFRA) aims to avert the collapse of Ghana’s small pelagic fisheries sector while also increasing supplemental livelihoods, resilience, and food security. This Activity aims to improve supplemental livelihoods and resilience measures for fishing communities, particularly women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy making, regulation, and enforcement; improve science and research, including data for policy and management decisions; and empower key stakeholders to effect change.

The Gender, Inclusion, and Safeguarding Officer (GISO) will help to promote gender equality, eliminate child labor and trafficking (CLaT), and ensure the safety and well-being of everyone involved in the Ghana Fisheries Recovery Activity. This involves implementing gender equality policies and procedures, assisting with CLaT prevention initiatives, preventing and reacting to harassment, abuse, and exploitation, and creating a safe and inclusive environment for project staff, partners, and beneficiaries. The successful candidate will collaborate closely with the GFRA Gender Equity and Social Inclusion (GESI) Advisor and GFRA Team Members to include gender, CLaT, and social inclusion concerns within GFRA’s five (5) strategic approaches.

Responsibilities and Main Tasks

Under the leadership and guidance of GFRA’s GESI Advisor, the GISO will execute the following responsibilities:-

  • Support GFRA’s GESI Activity Implementation.
  • Contribute to team planning and reporting, ensuring that gender, CLaT, and safeguarding are properly incorporated.
  • Help GESI integrate with fisheries management processes and institutional partners.
  • Support the implementation of programs that would boost fisheries constituency, particularly women and youth.
  • Lead the site-level implementation of Gender Based Violence and CLaT initiatives.
  • Support trainings and capacity building for employees and partners.
  • Contribute to developing tool kits, training materials, learning products, and other gender-related resources.
  • Monitor and evaluate the efficacy of gender equity efforts.
  • Collaborate with the MEL Team to gather and evaluate data to inform gender strategies and policies.
  • Begin alliances, improve relationships, and maintain cordiality with fisheries constituencies, Metropolitan, Municipal, and District Assemblies (MMDAs), and traditional authorities in support of GFRA goals.
  • Encourage fisheries communities to establish and carry out local efforts to redress disparities in fisheries management.

B- Establish a strong safeguarding system.

  • Ensure that all GFRA protection policies and procedures are up-to-date and comply with applicable requirements.
  • Support grant making and due diligence processes, and ensure potential grantees can conduct programs under safeguard protocols.
  • Collaborate with Technical Leads and Grantees to implement monitoring systems to reduce the impact and avoid the incidence of SEAH and misuse of any kind
  • To reduce risk and ensure secure reporting of violations, train staff, grantees, and beneficiaries on safeguarding policies and procedures.
  • Provide continuous education to guarantee comprehension and compliance.
  • Conduct regular risk assessments for protecting.
  • Create and assist the implementation of mitigation solutions to address the identified risks.
  • Monitor compliance with gender policy and safeguarding mechanisms.
  • Maintain clear reporting methods for gender and safety issues.
  • Participate in networks and forums to discuss best practices and remain informed of new developments.

REPORTING LINE:

The Gender, Inclusion, and Safeguarding Officer will report to the Gender Equality and Social Inclusion (GESI) Advisor and collaborate with other units to carry out and monitor gender, CLaT, and safeguarding programs.

Required Skill or Experience

  • Requirements for this position include an advanced degree in social sciences, gender studies, human rights, or a comparable discipline, as well as at least 5 years of experience in community development, partnership management, and gender and safeguarding responsibilities.
  • Basic understanding of national and international gender and protection standards.
  • Experience conducting development projects, preferably those supported by USAID or other major donors.
  • Strong communication and training abilities, as well as the ability to handle sensitive information professionally and with confidentiality.
  • Appreciation for Ghana’s Fisheries Sector is a positive
  • LANGUAGES: Advanced English proficiency. Proficiency in coastal languages is an extra advantage.
