Children Believe is presently recruiting for the following positions:

Monitoring and Evaluation Officer, CHANGE Project

The Monitoring and Evaluation Officer (M&E Officer) is in charge of designing an M&E framework, as well as guiding project planning, monitoring, and evaluation for the Global Affairs Canada (GAC)-funded “Championing Nutrition and Gender Equality (CHANGE)” initiative. The position also collects, develops, and distributes best practices, successes, difficulties, lessons learned, and project outcomes. She/he will ensure that project stakeholders are actively involved in the planning, monitoring, and evaluation processes. The job will also be responsible for timely project performance reporting, driving learning and knowledge management at all levels in Ghana, and ensuring that project activities are properly documented.

This position encompasses, but is not limited to:

A. Project Planning and Implementation—30% of Time

  • Ensures suitable community/district level project planning in a participatory manner involving relevant government offices, communities, partners’ and CB’s staff, and responsible development players.
  • Create and implement plans for the effective completion of the project.
  • Support the Project Manager-CHANGE in conducting timely performance reviews of all partners.
  • Follows up and ensures timely implementation of planned risk reduction methods relevant to the project.
  • Help the Project Manager-CHANGE implement project activities.
  • Support the Project Manager-CHANGE in developing annual project plans and budgets.
  • Ensure the participation of girls, boys, women (particularly mothers), and men, and improve their rights.
  • Follows up and facilitates the implementation of field-level actions to ensure the sustainability of project results.

B. Development and Implementation of MELKS Plan (20% of Time)

  • Collaborate with the Project Manager to create the CHANGE project’s Performance
  • Monitoring and Evaluation Plan, which will include a performance measurement framework.
  • In coordination with the Project Manager, facilitates the conduct of the project baseline survey, midterm survey, online survey, and evaluation within the planned timeline and expected quality while ensuring that the results are reported to relevant bodies.
  • Ensure that project performance and results are accurately tracked and documented.
  • Organize project review sessions with advice from the Project Manager.
  • Set up the MELKS system for the project in Ghana.
  • Adopt the recommended Microsoft gear for data entry and analysis, and train key project staff on its use.
  • Develop/adopt project measuring tools for team use.
  • Follow up on the implementation of monitoring findings/recommendations and report the status for further follow-up or action.

C. Capacity building takes 10% of the time.

  • Ensure that project capacity-building activities are well-planned and implemented.
  • Coordinate, track partner activity, and provide feedback to assist with technical and managerial concerns.
  • Teach key project staff about appropriate project monitoring and evaluation technologies and their uses.

D. Stakeholder Engagement – 15% of Time

  • In collaboration with partner project staff, assures active involvement and proper function of stakeholders in implementation and participation at the partner/program and community levels.
  • Ensures that project staff collaborate closely with relevant government departments, as well as other health, nutrition, and agriculture organizations.
  • Promotes successful collaboration with project stakeholders, donors, relevant government entities, and partner NGOs.
  • Ensure that activities with good environmental benefits are implemented, as well as measures to prevent and mitigate the project’s potential negative environmental effects.

E. Reporting and documentation—25% of time

  • Prepare and submit monthly, quarterly, semiannual, and annual project reports to Project Manager-CHANGE.
  • Ensure accurate documentation of project performance.
  • Identifies and documents essential learnings/lessons throughout the process of project planning, implementation, monitoring, and evaluation, and shares them with project staff and other stakeholders.
  • Follow up on the implementation of monitoring findings/recommendations and report the status for further follow-up or action.
  • Collaborate with the Country Office’s MELKS Officer to strengthen integration and cross-learning.
  • Support Project Manager-CHANGE will organize donor visits and accompany them on field visits as needed.

Other

  • Comply with all CB policies and procedures.
  • Perform other related duties as directed by the supervisor

Required Skill or Experience

  • The ideal candidate has at least 6 years of experience working with development organizations in monitoring, evaluation, and learning roles.
  • Highly developed abilities and shown capacity for establishing MELKS frameworks and procedures, including implementation and training in associated principles and practice in Ghana.
  • Experience creating quarterly, semi-annual, and yearly project reports for big contributors, such as Global Affairs Canada.
  • Good experience in the use of gender-sensitive Global Affairs Canada Results-based Management tools and principles, environmental and other grant compliance requirements.
  • Proven ability to prioritize huge workloads, regularly fulfill deadlines, and adapt to a complex and tough work environment.
  • Proficiency with common computer and statistical applications such as Word, Excel, PowerPoint, SPSS, and Access.
  • Experience working in a cross-cultural, multi-sector, team environment in the context of INGOs, particularly Canadian NGOs.
  • Capability to operate effectively under pressure and in harsh conditions
    demonstrated devotion and rigorous attention to confidentiality.
  • Effective written and verbal communication abilities in English as well as any other local language spoken by project communities.
  • Alignment with CB’s Vision, Mission, and Values
