Job Description
- Department/Division: Program Development.
- Work Location: Accra, Ghana.
- Target Hiring Range: GHS 11,000-13,000 gross monthly salary (before deductions)
- Target start date: February 2025.
- Contract Duration: Full-time, permanent, one-year contract with the option of renewal based on performance and funding availability.

JOB SUMMARY
The Gender Specialist is immediately responsible to the Country Director and technically to the HQ Gender Specialist. The incumbent is responsible and accountable for improving the integration of gender equality into all programs and projects, developing gender-specific programming and initiatives, increasing Right To Play and its partners’ gender capacity, and advising on the integration of gender equality into organizational practices such as female employee recruitment and retention.
He or she provides technical support to effective gender program knowledge management activities, guaranteeing proper collection, management, and sharing of information/knowledge generated to guide/affect decision-making in program management. The Gender Specialist works closely with Gender Specialists in other countries and at headquarters to share best practices and lessons learned for improved gender programming across Africa, including gender-based research initiatives and evidence generation on the contribution of RTP program approaches to achieving gender equality in the country.
Primary Responsibilities:
1: Strategic planning, program design, and implementation (30% time):
- Leads extensive context analysis, including needs assessments and gender analyses, at the program and project levels.
- Advises the Country Director on gender-related strategic program priorities and how gender equality should be included in the country’s strategic plan.
- Provides feedback to the country team to ensure that the gender perspective is appropriately included in all decisions and policies based on the country’s situation and global gender equality principles.
- Designs and develops gender program strategies, activities, and plans in the country, ensuring that they are consistent with program goals and outcomes.
- Participates in the creation of new proposals and concept notes, offering assistance to ensure that gender equality is properly integrated into future programming.
- Advises and supports the execution of gender-focused program initiatives across the country, including particular gender equality research projects.
- Guides the approach to gender mainstreaming and ensures that it meets program needs.
- Develops relationships with gender specialists at the headquarters and in national programs to discuss lessons learned and best practices.
- Ensures that specific donor requirements for gender equality are understood and implemented by the program and other relevant teams.
Monitoring and Evaluation Impact Measurement, Learning, and Reporting (25% of Time):
- Provides technical guidance and feedback on the design and implementation of transparent and accountable procedures for monitoring and assessing the country office’s success in integrating gender equality at the program and national levels.
- Provides advice on gender-sensitive indicators to include in program and project-level performance measurement frameworks, as well as gender-sensitive data gathering procedures.
- Supports monitoring the overall integration of gender equality in the country’s program, gathering lessons learned, and building on strengths while improving on deficiencies.
- In coordination with the Monitoring, assessment, and Learning team, participates in regular monitoring and assessment as needed to ensure quality integration of gender equality into programming and adherence to donor deliverables and RTP program management tools.
- Monitors external settings and growing requirements in gender equality to make programming modifications as needed.
- Leads the creation of gender-specific progress reports.
- Assists as needed with the review of RTP documentation, policies, procedures, and manuals.
Capacity Building/Technical Support and Organizational Development (20% of Time)
- Conducts capacity evaluations and provides capacity building for country office staff and RTP partners to improve their capacity, confidence, and effectiveness in implementing gender strategies, and activities, and including gender equality into all projects and programs.
- Identifies and meets the training needs of the RTP national office and RTP partner staff in accordance with relevant gender equality norms and instruments.
- Designs and implements demand-driven program methods and techniques intending to grow capacity through collaboration, policy analysis, and advocacy.
- Develops and documents training modules and capacity-building procedures for gender mainstreaming, transformative programming, and gender advocacy.
- In coordination with the HQ Gender Specialist and the human resources coordinator, develops and supports necessary training and capacity building to ensure that RTP workers follow the anti-harassment provisions of RTP policies and the Code of Conduct.
Networking, Partnership, and Advocacy (20% of Time):
- Networks of gender-focused professions and institutions.
- Encourages RTP’s policy advocacy and engagement with important government stakeholders on gender equality.
- Represents RTP in established gender-focused forums, networks, and conferences.
- Facilitates collaboration with other Civil Society Organizations (CSOs) that focus on gender, strategic policy, and programming concerns.
- Develops and strengthens gender-focused technical relationships.
- Advises on the production of communication to enhance awareness about RTP’s involvement in gender equality.
Perform additional duties as assigned (5% time):
Required Skill or Experience
EDUCATION/TRAINING/CERTIFICATION:
- Requirements include a master’s degree in gender and development studies or a related field, or equivalent education and experience.
EXPERIENCE:
- 5 years of experience in program management, including a minimum of three years of practical gender program management experience (including gender mainstreaming and leading gender analysis).
- Significant track record of capacity building in gender equality (for civil society, government, and other actors)
- Extensive experience in research, monitoring, and evaluation (the establishment of gender-sensitive and transformative indicators, gender mainstreaming logical frameworks).
- Demonstrated understanding of gender equality principles and issues in development programming. Experience working with international donors is a valuable plus.

- Excellent computer abilities, especially Microsoft Office and Excel. Excellent knowledge and skills for gender analysis and gender mainstreaming in program creation and planning.
LANGUAGES: Fluency in spoken and written English, as well as the local language(s).
