Strategic Communications Lead, Policy LINK
Policy LINK is a USAID program that aims to empower local actors and institutions to drive and manage agricultural transformation, resulting in stronger food security policies.
The program aims to accomplish this by investing in and strengthening productive human and social capital, as well as developing strategic partnerships that will help bring these innovations and capacity investments to scale, resulting in a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.
Policy LINK’s overall strategy is based on facilitative leadership and collaborative governance, which stress including civil society, the public and private sectors in consensus-oriented decision-making, collaborative problem-solving, and adaptive learning.
Policy Link in Ghana
Ghana Policy LINK is a five-year initiative with the overarching goal of fostering behavior change that increases Ghanaian stakeholders’ capacity and ability to participate in a more transparent, inclusive, and evidence-based agriculture and food security policy process, resulting in improved food and nutrition outcomes and broad-based economic growth. Specifically, the activity will aid in the shift to a policy creation paradigm driven by numerous stakeholders.
This policymaking approach will strengthen the capacities of Ghana’s main agricultural policy system actors and institutions, allowing them to engage stakeholders who have traditionally been excluded from decisionmaking, such as academia, financial institutions, the judiciary, civil society organizations (CSOs), non-governmental organizations (NGOs), and private sector representatives at the national, regional, and local levels.
Policy LINK’s approach is based on its theory of change, which emphasizes building human and social capital, engaging policy actors in collaborative processes, and developing collaborative governance and learning systems to sustain collective action.
Background
Policy LINK has worked with the Ministry of Food and Agriculture (MoFA) since 2022 to cocreate and build the capacity of selected national, regional, and district women recognized at Ghana’s National Farmers’ Day for their contributions to food security, sufficiency, and economic growth. The program helps women develop leadership abilities, promote women-led advocacy, and raise their voices to improve Ghana’s agricultural policy. It teaches students to be self-starters, creative, confident, and equipped to advocate for women’s concerns in the industry.
Policy LINK has continued to support their representatives’ attendance at agriculture stakeholder events for exposure and networking beyond the capacity-building effort.
After the initial capacity training for 2022 women, they formed an association to advocate for their interests. The Ghana Association of Female Agricultural & Fish Farming Award Winners (GAFAFAW) was launched in August 2023 by the ladies in the presence of key sector stakeholders, including Hon. Yaw Frimpong Addo, the Deputy Minister for Agriculture.
GAFAFAW executives approached Policy LINK for technical support with organizational governance and leadership development to improve their leadership and advocacy skills.
Responsibilities
The consultant will be responsible for the following tasks.
Establish a systematic governance framework for GAFAFAW to ensure efficient management and operations.
- Conduct a governance needs assessment, either through interviews or focus group discussions, to better understand current governance difficulties and requirements.
- Create a complete governance framework for GAFAFAW, including rules and processes that comply with applicable external standards and best practices.
- Facilitate a session to educate GAFAFAW members about the new governance framework.
- Assist with the first deployment of the governance framework.
Create and implement personalized training programs to help GAFAFAW executives and members improve their leadership skills, allowing them to lead initiatives and successfully represent the association.
- Engage GAFAFAW leaders and members in identifying specific leadership skill gaps.
- Create and implement a leadership training program to address the identified shortcomings.
- Develop and implement a post-training evaluation method(s) to analyze the training program’s overall influence on leadership effectiveness.
Reporting
- The consultant will be reporting to Policy LINK’s Activity Lead/Strategic Communications Lead. Monthly progress reports and deliverables will be submitted to the aforementioned official.
Required Skill or Experience
The ideal consultant should have the following qualifications and experience.
- A postgraduate degree in Public Administration, Governance, Organizational Development, Agricultural Policy, Gender Studies, Development Studies, or a comparable discipline.
- At least ten years of relevant experience in organizational development, governance, capacity building, or other domains.
- Worked with women’s groups, agricultural organizations, or similar groupings.
- Proven track record of creating and delivering training programs and capacity-building initiatives.
- Experience advocating for and influencing policy, particularly in agriculture.
- A thorough understanding of governance frameworks, including policy formation, organizational management, and procedural implementation.
- Skilled at developing and delivering training programs, workshops, and capacity-building activities.
- Excellent facilitation skills, including the ability to engage and motivate various groups.
- Experience in leadership training, including strategy planning, team management, and decision-making.
- Expertise in advocacy strategies, policy analysis, stakeholder involvement, and public speaking.
- Excellent written and spoken communication abilities.
- The ability to communicate difficult material clearly and successfully to a variety of audiences.
- Competence in monitoring and assessing the success of training and capacity-building programs.
- The ability to collect and evaluate data and apply the results to improve program design and implementation.
- Strong interpersonal abilities, including the ability to form relationships and collaborate with a variety of stakeholders.
- Cultural sensitivity and comprehension of gender issues in agricultural growth.
