EXPRESSION OF INTEREST: VIDEO PRODUCTION SERVICES ON THE USE OF EVIDENCE IN PARLIAMENTS
Job Description
- Type of post: Local or International hire (Up to 3 positions)
- Expected duration of assignment: 1 October 2022 to 30 October 2022

- Agriculture Services (USDA/FAS); University of Rhode Island (URI); and Kwame Nkrumah University of Science & Technology (KNUST).
INTRODUCTION
The Bureau of Integrated Rural Development (BIRD) of the Kwame Nkrumah University of Science and Technology (KNUST), Ghana, in partnership with The University of Rhode Island (URI) and United States Department of Agriculture (USDA), is undertaking a project on ‘Assessment, Analysis, and Development of Tools to Strengthen the Use of Evidence in Policies and Legislation in Africa (TSUE) Activity’.
The project is under the leadership of Dr Rasheed Draman and supported by the African Parliamentarians’ Network on Development Evaluation (APNODE). TSUE’s objectives are to: (1) understand the current state of evidence use in African parliaments; (2) and identify gaps and opportunities that exist; (3) as well as to understand the internal (within Parliaments) and external (outside of Parliaments) oversight and accountability structures; and (4) understand the effectiveness of these structures and their inherent challenges and how to overcome them.
As part of this project, the TSUE team would like to invite the services of a videographer/multimedia specialist to produce instructional short videos (up to 5 minutes) on project training modules.
The ideal candidate should have experience in creating educational/tutorial videos and comfortable with verbally explaining complex concepts in a simple manner.
Key deliverables/tasks include the following:
- Firstly, Work with the TSUE Staff and Consultant to produce up to 5 minutes instructional/educational videos based primarily on a toolkit that shall be provided to the Contractor
- Secondly, Work with the TSUE Staff and Consultant to conceptualize and produce content according to project guidelines
- Thirdly, Create animations and graphics to differentiate key points
- Moreover, Break down complex technical subjects and present them in an approachable way for different audiences
- Additionally, Maintain standards to ensure consistency in quality, look, feel, and tonality across video content
- Finally, Ensure on-time publication
Required Skills or Experience
- Minimum of a Bachelors’ degree in multimedia production/Communication Design or masters’ degree in Communications with concentration in multimedia
- 2-5 years of experience in photography and audio-video production and editing.
- Particularly, experience synthesizing video content from a variety of sources and producing audio and video clips would be a strong asset.
- Experience with 508 (disability accessible) compliance
- Proficiency in English and French will be an advantage
- Proven experience in creating technical video content and using video creating softwares/equipments
- Proven animation for creating attractive and easy-to-follow animation which assists users in visualizing complex concepts will be an asset
