The Union for African Population Studies (UAPS) is a pan-African non-profit organization dedicated to advancing population science and applying research findings to African development planning. UAPS was founded as an initiative of the United Nations Economic Commission for Africa (UNECA) at the Third General Conference of African Demographers, Statisticians, and Planners in Addis Abeba in March 1984.
UAPS is the only population-focused organization that represents all areas of Africa, bridging linguistic and geographical boundaries to promote networking, knowledge sharing, and learning throughout the continent. The Union comprises around 2,000 scientists and researchers across Africa and around the world.
The UAPS Secretariat, situated in Accra, Ghana, implements the Union’s policies and operations as its operational entity. It is presently hosted by the Regional Institute of Population.
Job Description.

ABOUT THE ROLE:
The Executive Secretary (ES) will oversee the Secretariat’s operations, situated in Accra, Ghana, and report to the UAPS Council. This is an amazing opportunity for a seasoned professional, visionary, and strategic leader who is committed to a coaching leadership style and line management to serve as Head of the Secretariat and contribute to the UAPS mission. The ideal candidate should be entrepreneurial, have experience fundraising from various sources (governments, philanthropists, foundations, etc.), and be committed to strengthening/developing capacity and creating strong evidence for African policies and programs.
Duties and Responsibilities
- Provide imaginative and strategic leadership to the organisation.
- Provide supervision and accountability for the creation and implementation of objectives, strategies, plans, and budgets following the Union’s contractual responsibilities to funders, Council-approved policies, and good corporate governance standards.
- Enforce UAPS policies and follow the Council’s recommendations.
- Oversee the Secretariat’s operations, including staff, finance, information technology, external relations and communications, and other administrative functions.
- Manage relationships with current and prospective funders, including reporting to donors.
- Lead, design, and coordinate a resource growth, diversification, and expansion strategy that includes the Council and secretariat team.
- Manage UAPS initiatives, resources, and budgets, and provide timely financial and program reports to the Council and members.
- Form, facilitate, and negotiate collaborative partnerships with relevant groups and stakeholders on a regional and international scale.
- Represent the Union in meetings and other activities, both inside and outside the offices.
- Liaise with the President and other Council members on Union policy concerns, such as making recommendations for potential contributors and overseeing their execution.
- Attend Council and Bureau meetings and offer timely reports on the Union’s finances and programs to help them make decisions.
- Liaise with the President and other Council members on Union policy concerns, including the development of proposals for possible funders.
- Ensure that the Union complies with all legal obligations outlined in its bylaws and applicable legislation in the host country.
- Perform any additional tasks or activities as assigned by the President, Council, or General Assembly.
Required Skill or Experience
- PhD or Master’s degree with research experience in population studies or related subjects (e.g., economics, statistics, sociology, public health).
- A strong understanding of information and communication technologies, as well as the tools used in research, education, communication, and networking.
- Project management knowledge gained from directing major research initiatives or departments.
- Experience fundraising in an international development setting, ideally in Africa, as demonstrated by past income generation and network building within the donor community.
- Publication record and extensive expertise in effective communication (writing, speaking, and presenting).
- Fluency in both spoken and written English and French is necessary. Knowing Portuguese or Arabic is advantageous.
