Job Vacancy at Federation of Canadian Municipalities

Role Title: Finance Officer 

The Federation of Canadian Municipalities (FCM) and Global Affairs Canada (GAC) have signed a contribution agreement for a project called Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL) that will last for six years. PMI-WILL wants to help women and girls in Benin, Cambodia, Ghana, Sri Lanka, and Zambia, especially those from neglected groups, live better lives. This goal will be reached through a two-pronged project:

Getting more women to lead and make decisions at the local level and giving them more power to do so

Increasing the ability of local governments to provide public services that are accessible to everyone and take gender into account.

FCM will work with national Local Government Associations (LGAs) in each country, chosen local governments (LGs)/municipalities, and other partners, such as relevant Ministries, CSOs, and women’s rights groups, to carry out the project. FCM will get Canadian municipal workers and elected leaders who are members of FCM to help each other with technical issues.

The project office will be in Ghana, but it will cover all of the target countries with help from the FCM head office in Ottawa, Canada.

Major Purpose:

Under the direction of PMI-WILL’s Finance and Operations Manager in Ghana and working with the rest of the team, the Finance Officer Consultant is in charge of day-to-day accounting tasks and helping with the financial management of project activities with accuracy, transparency, and due diligence.

The Finance Officer Consultant will be in charge of coordinating all financial and accounting activities for a certain number of countries. This includes, but is not limited to, making sure that financial reports are accurate and on time, helping our LGA partners with the financial side of the project, reviewing contractual agreements to make sure they are in line with project agreements, and keeping an eye on how progress is going compared to budgets.

The Finance Officer Consultant protects FCM’s integrity and image and helps FCM fulfill its role as a global leader in international cooperation to improve local governance and build local capacities.

Key Responsibilities

  • Taking care of the financial system, the accounts payable, and the cash flow.
  • Make sure that all costs are properly recorded and entered into the accounting system according to generally accepted accounting principles, FCM’s policies, and donor procedures;
  • Make sure you follow the country’s rules and laws about budgeting, income tax, social security, and labor law.
  • Make sure that all financial dealings are completely clear.
  • Use the program’s Chart of Accounts to make sure that all costs have been coded correctly;
  • Do the monthly closing and the closing at the end of the fiscal year in the bookkeeping system.
  • Prepare the monthly financial reports that the Finance & Operations Manager needs, following the format and dates that have already been set.
  • Make sure that all of the documents in the Accounting Department are full, filed correctly, easy to find, and kept strictly private at all times.
  • Check to see that experts and service providers are keeping the promises they made in their contracts.
  • Manage the flow of money in and out of the bank accounts, including money sent from Canada.
  • Help Project staff make financial arrangements for business trips (like advances, reconciling mission costs, etc.) and make sure that all travel-related expense reports are correct and have the right paperwork.

2. Financial reports

  • Examines the monthly financial reports and projections of a partner.
  • Prepare a monthly journal entry for the FCM accounting system in Canada that converts costs from local currencies to Canadian dollars.
  • Send Ottawa HO the monthly financial reports and supporting documents, such as the general ledger summary sheets, reconciliations, balance sheets, profit and loss statements, and trial balances. This is required by FCM rules.
  • Make monthly financial reports about things like staff advances and payments to vendors for the Project’s financial tracking.
  • Guide and look over your partner’s spending reports, and keep track of when they are sent each month.

3. Making a budget and keeping track of it

  • Help make a monthly budget and financial plan so that a monthly wire and cash flow can be made for the job;
  • By keeping track of the amounts in the pipeline template, you can keep an eye on the monthly costs of the project activities.
  • Do financial classification and help the technical team by giving budget codes for tasks so that reporting can go smoothly.

4. Budget Analysis

  • Analyze financial information from the accounting system to help the Finance & Operations Manager make decisions.
  • Look at how money has been spent in the past and suggest ways to make things better.
  • compare and analyze real costs with plans and forecasts to figure out how well the finances are doing.
  • Use the accounting system’s functions to make it easier to get financial records and data for reporting.
  • Track project obligations by working directly with project and administrative staff in the FO office and with project partners.

5. More tasks

  • Give partner municipalities the training they need to improve their financial skills so they can make budgets for initiative ideas.
  • Do any other tasks that the Finance & Operations Manager gives you fit with the general job description? Duties and duties can be changed or added to at any time, as needed for the project to be completed well.

Know-how, Schooling, and Experience

  • A degree in accounting from college.
  • Certified Professional Accountant (CPA), Certified Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA), or equivalent in Ghana.
  • Five (5) years of experience as an accountant or Finance Officer, ideally in an international non-profit organization.
  • Auditing and compliance management skills. Good knowledge of accounting software, Quickbooks, and MS Office applications (Excel, Outlook, Word, Powerpoint, and MS Project).
  • Good at getting things done and talking to people.
  • Shown that they know how to work as part of a team.
  • All applicants must live in Ghana or have the legal right to work there.

You must be able to speak English and French well.
