Position Title: Director, Human Resources

Job Purpose

To lead and give technical direction for the effective and efficient management of human resources so that the Authority can do what it is supposed to do.

Duties and Obligations

• Give suggestions for the creation of human resource policies, procedures, and Strong knowledge of Public Service, regulations, guidelines, and procedures on how to reach the Authority’s goals.
• Make sure that Human Resource Management is made and kept up. Information Systems for the Authority Strong moral leadership skills
• Make sure the Authority’s human resource functions, like hiring, pay, postings, discipline, welfare, career development, and planning for the next person in charge, are carried out.
• Make sure the Authority’s performance management policy is carried out in an effective and efficient way.
• Coordinate efforts to build up people’s skills, such as training, needs assessments, and putting plans into action for the Authority and service providers.
• Make suggestions for organizational restructuring and management reviews and make sure they happen.
• Make sure the Authority’s workers get along with each other. • Take care of staff welfare issues as required by the terms of service.
• Make sure that the Department gets its annual and other periodic reports.
• Rate how well the Department’s subordinate staff is doing their jobs.
• Make sure that the inputs from the Department are put together for the Authority’s annual budget.

Needed Qualifications and Experience

• At least a Master’s Degree in Business Administration (Human Resource Option) or a related field from an approved college or university.
• At least ten years of relevant work experience after getting a degree, of which five years must be in a senior management position at a reputable company.
• A professional certificate in human resource management (SHRM CIPD. CIHRMP etc)

Skills and Competencies

• Knows a lot about employment laws and rules.
• Knows a lot about Public Service, its rules, guidelines, and procedures for managing human resources.
• Strong skills in ethical leadership, change management, and organizational development;
• Strong skills in strategic planning, research, and analysis;
• Strong skills in lobbying, negotiating, and resolving conflicts.
