Job Description

The Monitoring, Evaluation, and Learning (MEL) Platform program in Ghana is being run by LINC with funding from USAID. This Activity will give USAID/Ghana expert monitoring, evaluation, and learning services. It will do this by providing high-quality, demand-driven technical assistance and analytical services for monitoring and evaluation to USAID/Ghana staff, implementing partners, and local country stakeholders.

Responsibilities

  • Help the COP lead the Platform as a whole, including program planning, technical execution, financial management, and operations, making sure all parts work together, and making sure the office is a place where quality, respect, and skill are valued.
  • Work with the LINC headquarters to make sure that Platform activities and operations are managed well and that contract tasks are done on time.
  • Oversee how all assessments, performance and effect evaluations, and Data Quality Assessments are planned, carried out, staffed, and checked for quality.
  • Design and make sure evaluation methods, data collection methods, tools, and protocols are of good quality and have the right level of complexity.
  • Help to implement partners collect, analyze, and present data while making sure it is accurate and of high quality. Oversee any data gathering and analysis done by the Platform.
  • As needed, train the partners who are doing the work.
  • Draft expert scopes of work for consultants and subcontractors and keep an eye on how they do their jobs.
  • Plan, organize, and help USAID staff and partners with learning tasks.
  • Help Platform staff with things like management, training, and coaching.
  • Help USAID’s implementing partners and Ghanaian partner groups with MEL technical support and coordination.
  • As needed, coordinate and consult with USAID, the Ghanaian government, implementation partners, and other key parties and audiences. Build a professional and consultative partnership with USAID, and do this to help COP.
  • Make sure that all USG, USAID, and LINC rules and laws are followed.

Skills or Experience Needed

  • A master’s degree in evaluation, economics, international development, social sciences, or a related area.
  • At least eight years of experience supporting complex tasks funded by donors in a team setting, preferably for USAID.
  • At least five years of experience hiring people and leading teams well, with a focus on making good products.
  • You need to have worked in Ghana before and know a lot about the country’s history and culture.
  • Familiarity with USAID’s framework for collaborating, learning, and adapting is needed, and familiarity with innovative MEL approaches and operational protocols/systems is desirable.
  • Showed experience managing learning and adaptable management methods with USAID or other donors.
  • Proven skills in working with stakeholders inside and outside of USAID, leading a team, and managing strategically.
  • They are very good at both writing and speaking.
  • The ability to speak and write English well.
  • Understand the rules and policies of USAID, such as the Automated Directives System 201, the Evaluation Policy, and the Journey to Self-Reliance, among others.
